Why did the County establish the Eco Challenge program?
Due to the Integrated Waste Management Act of 1989 (AB939), the County Board of Supervisors established, by Board Resolution, a surcharge fee of $19.00 to reduce recyclable material disposal at the landfills and to expand existing or develop new countywide diversion programs. OC Waste & Recycling manages the Eco Challenge identity and brand for the purpose of educating and changing the behaviors of Orange County residents on adopting key environmental stewardship traits such as reducing, reusing and recycling.
