The Irvine Company and Time Warner Cable remain as the #1 secured and unsecured property taxpayers consistent with their #1 rank for the last four years. Holding the #2 and #3 secured property tax spots, as they did for the past four years, are Walt Disney Parks & Resorts and Southern California Edison.

Vote Planned on Tentative Agreement with County's Largest Employee Union

Orange County Supervisors have scheduled a special meeting for Friday, December 18, at 8:30 a.m. to allow for public comment on details of a proposed tentative agreement with the membership of the Orange County Employees Association for a new contract that would extend to June 30, 2018. If ratified by OCEA, the agreement would be presented for adoption at a second special Board meeting on Wednesday, December 23.

Celebrate Christmas at the OC Zoo

Join OC Parks and the animals of the OC Zoo to celebrate the Christmas season on Saturday, December 12 from 10 a.m. to 4 p.m. Christmas at the OC Zoo invites children to a special story time with Mrs. Claus and a visit with Jolly Old St. Nicholas. Serve on the Next OC Grand Jury

The Orange County Superior Court seeks OC residents to serve on the next Grand Jury. The deadline to apply is January 22, 2016, and the one-year term is scheduled to begin July 1, 2016. Members receive a $50 per day stipend as well as mileage reimbursement.

Board of Supervisors Awards $102 Million Contract for Thomas F. Riley Terminal Improvements

The Board of Supervisors has awarded a multi-year design-build contract to Swinerton Builders for $101,837,386 to complete a series of improvements to Terminals A and B at John Wayne Airport. The upgrades focus on safety, code compliance, comfort, convenience and aesthetics to bring the airport's two older terminals in line with similar enhancements designed into Terminal C and Parking Structure C, which opened in 2011. Terminals A and B opened in 1990.

Robin Stieler Appointed Clerk of the Board

The Board of Supervisors has appointed Robin Stieler, an 18-year veteran of the Clerk's office, to formally take over the duties of Clerk of the Board. She has filled the position on an interim basis since former Clerk Susan Novak retired in February.

A 10-year County employee was arrested this month on four felony counts of worker's compensation fraud as part of a multi-level effort by County officials to target those suspected of collecting benefits they did not earn.

New Director of John Wayne Airport Named

The director of operations for Los Angeles World Airports (LAWA), which operates Los Angeles International Airport, has been selected by the Orange County Board of Supervisors as the new Director of John Wayne Airport. Barry Rondinella replaces Alan Murphy, who retired in February.

Appellate Court Ruling Affirms Musick Expansion

The Fourth District Court of Appeal has again found in favor of the County's plans to expand the James A. Musick Jail Facility in Irvine, rejecting the fourth lawsuit filed against the expansion since 1996.

Social Services Agency Recognized for Outstanding Delivery of Benefits

For the second consecutive year, the California Department of Social Services has recognized the County of Orange Social Services Agency for its outstanding delivery of CalFresh benefits to Orange County residents. CalFresh, formerly known as Food Stamps, is California's largest nutrition assistance program and provides monthly benefits to assist low-income households in purchasing the food they need to maintain adequate nutritional levels.

The public has until October 30, 2015, to comment on a Draft Mitigated Negative Declaration before the Board of Supervisors considers finalizing the purchase of the property at 1000 N. Kraemer Place for use as an Emergency Temporary Shelter and Multi-Service Center to serve the homeless.

Largest-Ever AlertOC Test Call to Reach 2.5 Million Residents Thursday

As part of National Preparedness Month, nearly 2.5 million Orange County residents will receive a phone call and email on September 24, 2015 to test the County's mass notification system. This is the sixth annual (and largest-ever) regional test of AlertOC, involving 25 participating cities and the County's unincorporated areas.

Health Care Agency Reports West Nile Virus Related Fatality

An 80 year-old Buena Park resident died last week with complications of West Nile virus (WNV) infection. Test results received this week confirmed the diagnosis. This is the first human death associated with WNV infection for this year's season in Orange County.

Treasurer-Tax Collector Mails Secured Property Tax Bills

The Treasurer-Tax Collector's office will mail fiscal year 2015-16 secured property tax bills to Orange County taxpayers starting this week. The bills are already available to view, print or pay online at ocgov.com/octaxbill. Please know that first installment is due November 1, 2015.

Community Forum Announced for Input on 1000 N. Kraemer Place, Anaheim

The County of Orange will conduct a Community Forum on September 30, 2015. The Kraemer Community Forum will be held at Eastside Christian Church located at 3330 East Miraloma Avenue, Anaheim, CA 92806 beginning at 5:30 p.m. The Community Forum is open to the public and will be structured to give residents, businesses and other interested stakeholders the opportunity to receive additional details on the County's best practice shelter plan, which includes operational and management guidelines as well as public safety and security strategies.

John Wayne Airport (JWA) has launced a yearlong celebration to commemorate the 25th anniversary of the opening of the Thomas F. Riley Terminal. Over the next 12 months, on the 16th day of the month, JWA will feature people, programs and history from the past 25 years to highlight the important role the Terminal and Airport play in the Orange County community.

County Prevails in Complaint over Trash Facility Permit

The director of the California Department of Resources Recycling and Recovery (CalRecycle) this week upheld a review by County regulators of the operating permit issued to Rainbow Environmental Services' trash facility in Huntington Beach.

Limited Aerial Spraying for Mosquitoes Cancelled

The Orange County Mosquito and Vector Control District has cancelled aerial spraying activities planned for this week. No aerial applications have been conducted or will be conducted for the remainder of the 2015 mosquito season. The Orange County Mosquito and Vector Control District is a separate government agency from the County of Orange. Residents wanting more information should visit the district's website at www.ocvcd.org.

US Airways Ticketing Moves to Terminal A at JWA

Effective Thursday, September 10, 2015, the US Airways ticket counter at John Wayne Airport will be located in Terminal A, next to American Airlines. Passengers being dropped off, checking in luggage and needing assistance from a ticket agent should proceed to Terminal A on the Departures (upper) Level of the Thomas F. Riley Terminal.

Four County Programs Receive 2015 Statewide Awards

Four County of Orange programs have been honored for innovation and cost-effectiveness by the California State Association of Counties (CSAC) through its 2015 Challenge Awards program. High Temperatures Bring Risk of Heat-Related Illnesses

Temperatures in many inland Orange County communities are expected to reach high temperatures around 100 degrees this week, increasing the risk of heat related illnesses like heat exhaustion and heat stroke for those who are more sensitive to heat.

Limited Aerial Spraying for Mosquitoes Planned for Sept. 9 and 10

The Orange County Mosquito and Vector Control District will be conducting aerial spraying September 9 and 10 from 10 p.m. to 4 a.m. (weather permitting) to reduce adult mosquitoes and suppress the spread of West Nile Virus over the cities of Orange, Tustin, Villa Park and portions of Anaheim, Fountain Valley, Garden Grove, Santa Ana and Stanton.

Supervisors Appoint Peter Hughes as Performance Audit Director

The Board of Supervisors has appointed Peter Hughes to a three-year term as the County's permanent performance audit director. Since April, Hughes has been serving as the interim performance audit director following the departure of Philip Cheng.

Unsecured Property Taxes Due by August 31, 2015

The Treasurer-Tax Collector has issued a reminder that payment of unsecured property tax bills is due on or before August 31, 2015. Unsecured property taxes cover business personal property, leased equipment, boats and aircraft assessments.

Record Adoption Numbers at OC Animal Care During Clear the Shelters Adoption Event

More than 300 pet adopters lined up as early as 6 a.m. for the chance to adopt a needy pet during the Clear the Shelters Adoption Event at OC Animal Care on August 15. The event, hosted by NBC4 Southern California and Telemundo, was a first-of-its-kind nationwide pet adoption initiative aimed at finding thousands of pets permanent homes.

OC Reports First Human West Nile Virus Case of 2015

A 51 year-old resident of the city of Orange tested positive this week for West Nile Virus (WNV) infection, becoming the County's first human WNV infection in 2015. This is the 19th human case of WNV reported in California this year. The man experienced symptoms during the third week of July and has completely recovered.

Sheriff's Department Hosts Career Fair

The Orange County Sheriff's Department will host a career fair on Saturday, August 29 from 10 a.m. to 5 p.m. in Tustin. This informational event is open to the public, free to attend, and will enable attendees to meet current personnel and learn about various professional opportunities in the law enforcement field.

County Public Health Officer Eric Handler Named 2015 Physician of the Year

County of Orange Public Health Officer Eric Handler, MD, is the 2015 Physician of the Year, an honor bestowed by the Orange County Medical Association. The award recognizes physicians for being hard-working, exhibiting extraordinary professional competence, serving as an educator and mentor for associates and nurses, being a strong motivator and displaying good rapport with patients. Handler was selected from among 40 nominees.

OC Zoo Welcomes New Bear

The OC Zoo will introduce its newest animal – a young California black bear – at a special event Saturday, July 25. The female bear, named Elinor, is believed to be a little more than one year old. Her official welcome will take place at 1:30 p.m. during the OC Zoo's Zookeeper Appreciation Day event. Elinor was found last year wandering alone in Humboldt County as a young cub and is believed to have been hit by a car. The cub recovered, but would not have survived in the wild.

Clerk of the Board Issues Annual Assessment Appeals Reminder

The Orange County Clerk of the Board reminds residents that the new Annual Filing Period for filing an assessment appeal is July 2, 2015 through November 30, 2015. If you believe the value of your property was less than the assessed value established by the Assessor for the January 1, 2015 lien date, you can challenge your assessment by filing an assessment appeal and have it heard by a three (3) member appeals board or a single hearing officer under certain circumstances.

Assessor Delivers 2015-16 Local Assessment Roll of Values

The Assessor has delivered the 2015-16 Local Assessment Roll of Values, which is 5.89%, or $27.7 billion more than last year (2014-15). Each of Orange County's 34 cities and the unincorporated areas had a year-to-year increase in net taxable value. Value changes are reflecting the Orange County real estate markets that show continued appreciation in property values this year and the restoration of values previously reduced under Proposition 8 decline in market value provisions.

Supervisors Approve Balanced FY 2015-16 Budget

The Orange County Board of Supervisors approved a $5.8 billion spending plan for the coming fiscal year—July 1, 2015 through June 30, 2016—including $723 million in General Purpose revenue, of which $687 million is available for discretionary programs.

Clerk-Recorder to Offer Extended Summer Hours

From July 1 through September 30, 2015, the Clerk-Recorder will keep the department's offices in Santa Ana, Laguna Hills and Fullerton open for an additional hour every Wednesday. This will give busy individuals and families an opportunity during the summer to obtain important services such as passports, marriage ceremonies and licenses, birth, death and marriage certificates, fictitious business names and notary registrations.

Help is Available for Delinquent Orange County Taxpayers

For taxpayers who are unable to pay their secured property taxes in full, the Treasurer offers a five-year installment payment plan for delinquent secured taxes starting on July 1, 2015. Taxpayers must qualify to enter into an installment plan by meeting certain criteria. The plan allows for installment payments of at least 20% per year for five years, usually reducing the overall penalties charged by allowing partial payments of the outstanding property taxes.

Campylobacter Cases Associated with Consumption of Raw Goat Milk

Orange County has confirmed three cases of campylobacteriosis infection associated with consumption of raw goat milk distributed by Claravale Farm of San Benito County, California. All three patients are young children less than 5 years of age. One patient was hospitalized, and all of them are expected to recover.

Auditor-Controller Releases First Independent Analysis under COIN

Orange County Auditor-Controller Eric Woolery will release the first fiscal impact report under the COIN (Civic Openness in Negotiations) Ordinance on Monday, June 8, prepared as part of labor negotiations with the Alliance of Orange County Workers (AOCW). A public workshop will be held Monday at 2 p.m. in the Orange County Hall of Records to present the report and answer questions regarding the methodology leading to the report's findings.

County Executive Officer Frank Kim has announced the selection of Michelle Aguirre to serve as the County's new chief financial officer (CFO) effective immediately. She fills the vacancy left by Kim, who had served as CFO since 2013 and was named county executive officer in May 2015.

On June 2, 2015, the Orange County Board of Supervisors approved a purchase and sale agreement for property at 1000 N. Kraemer Place in Anaheim, authorizing an investigation period to examine potential uses for the site, which include a year-round emergency shelter and multi-service center.

New Wellness Website Focuses on Health Information and Data

Orange County has a new interactive and easy to navigate website, OCHealthierTogether.org, that allows anyone to find data and information about health and wellness in Orange County. The website presents more than 170 indicators related to the health of Orange County organized by topics such as maternal, child health; exercise, nutrition and weight; diabetes; heart disease and cancer.

Health Care Agency Releases Immersion and Drowning Report

The Health Care Agency has released a research report titled, "Immersion Incidents & Drowning Deaths in OC." Drowning remains one of the top five causes of unintentional injury death across all age groups in Orange County. The goal of this report is to better guide prevention efforts aimed at reducing the number of immersions and drowning deaths.

Board of Supervisors Approves High-Tech Renewable Energy Project

The Orange County Board of Supervisors today gave a green light to an academic-government-business partnership that will convert landfill gas into clean energy at the closed Santiago Canyon Landfill. In addition to the County's closed landfill, the partnership includes UC Irvine's Advanced Power & Energy Program and Ener-Core, an Irvine-based company.

State Awards $17.5 Million for New County Juvenile Probation Center

The California Board of State and Community Corrections has awarded $17.5 million to the County of Orange to build a multi-purpose rehabilitation facility at the Juvenile Hall and Youth Leadership Academy campus in Orange, including a visitation center, meeting rooms and a gymnasium.

John Wayne Airport Approves Permits for Ridesharing Companies

John Wayne Airport has issued permits for two ridesharing companies to begin providing passenger pickups. Uber and Wingz were the first two Transportation Network Companies (TNCs) to submit the documentation required to receive the new TNC Ground Transportation Permit.

OC Animal Care Needs Public Assistance Locating Dog and Owner

OC Animal Care is investigating a dog involved in an attack on two horses in O'Neill Regional Park on March 27, 2015. The dog reportedly was being walked off-leash by its owner at the time of the attack. 37th Senate District Special Primary Election Certified

Registrar of Voters Neal Kelley has certified the official results of the 37th Senate District Special Primary Election held on March 17, 2015. Total turnout from the election was 15.7 percent, with 13.6 percent of voters casting their ballot by mail and 2.1 percent of voters voting in their polling place.

Court Upholds Proper Use of Civilian Workers in County Jails

A state appeals court has again ruled in favor of the County's use of civilian workers in the jail system, denying a demand by the Association of Orange County Deputy Sheriffs for as much as $8 million in damages.

The Orange County Board of Supervisors has approved an operating permit that will allow Transportation Network Companies (TNCs), which include "ridesharing" services such as Uber and Lyft, to begin serving John Wayne Airport.

Bill Introduced to Designate John Wayne Airport as a Port of Entry

Congresswoman Loretta Sanchez, Congressman Dana Rohrabacher and Congresswoman Mimi Walters have introduced a bill, H.R. 1051, that would require the U.S. Secretary of Homeland Security to designate John Wayne Airport (JWA) as a Port of Entry. A Port of Entry airport provides customs and immigration services for arriving foreign visitors on incoming flights.

Bat Found in Huntington Beach Tests Positive for Rabies

A live, rabid bat was found on the ground in the Big Lots shopping center parking lot located at the corner of Warner and Golden West in Huntington Beach on Sunday, February 15, 2015. Anyone who had recent contact with a bat in the vicinity is asked to call Orange County Health Care Agency Epidemiology at (714) 834-8180 from 8 a.m. to 5 p.m. or (714) 834-7792 after hours so a nurse can evaluate the risk for rabies.

Southwest Announces New Nonstop Service from John Wayne Airport

More nonstop flights are taking off from John Wayne Airport. Travelers will be able to fly on Southwest Airlines to Seattle and Chicago beginning June 28, 2015 and to Portland beginning August 9, 2015

New Security Measures Planned for Board Meetings

Beginning March 3, 2015, those attending Orange County Board of Supervisors meetings will be required to pass through a metal detector before entering the Board Meeting Room, a move designed to boost security in line with other large urban California counties.

A live, rabid bat was found on an outside step on the east side of the "1100 Building" at Fullerton College on January 29, 2015. John Wayne Airport Posts December 2014 Statistics

Airline passenger traffic at John Wayne Airport increased in December 2014 as compared to December 2013. In December 2014, the Airport served 803,492 passengers, an increase of 1.8% when compared to the December 2013 passenger traffic count of 789,342.

County Awarded $19.5 Million for Homeless Services

The U.S. Department of Housing and Urban Development (HUD) has awarded $19.5 million to the County of Orange and its community partners for homeless housing assistance and other programs under the 2014 Continuum of Care grant competition.

Measles Continues to Spread in Orange County

Orange County now has sixteen confirmed cases of measles. Ten of the reported measles cases in Orange County, along with others throughout California and in other states, are connected to visiting Disneyland or Disneyland California Adventure Park in December. The source of the infection for the four most recent cases is not known; they were not exposed at Disneyland and had no known contact to any of the confirmed Disney-associated cases.

The deadline to apply for Grand Jury service has been extended to Jan. 30, 2015. The Grand Jury performs civil oversight of local government by reviewing and evaluating County and City agencies, jails, schools, and special districts within Orange County and writes a final report with its findings and recommendations. The Grand Jury also considers evidence for possible indictment of individuals in felony cases and reviews complaints submitted by citizens.

Illness Associated with Rosca de Reyes Bread

Over 30 people from multiple unrelated groups became ill with symptoms including dizziness, palpitations and numbness after eating Rosca de Reyes Bread distributed by Cholula's Bakery in Santa Ana. The Health Care Agency is investigating the cause of the illnesses, and the bakery is closed pending the outcome of the investigation.

Apply Now to Serve on the Next Orange County Grand Jury

The Superior Court of Orange County is seeking applications from qualified individuals interested in serving as a member of the next Grand Jury. The new, 19-member Grand Jury will be empaneled for a one year term that begins July 1, 2016. The deadline to apply for consideration is January 22, 2016, and applications are available on-line at www.ocgrandjury.org.

Orange County has joined with 10 other California counties and dozens of other government entities across the state in a lawsuit filed by a whistleblower against Verizon, AT&T, Sprint and T-Mobile alleging they collectively overcharged government customers by more than $100 million.

High School Students Fill John Wayne Airport with Music

This month, John Wayne Airport (JWA) welcomes eight high school music groups to bring a little extra holiday cheer to travelers. Corona Del Mar High School Madrigal Singers, Estancia High School Concert and Jazz Band, Irvine High School Singers and Canta Bella Singers, Santa Ana High School Chamber Singers, Segerstrom High School Chamber Singers and Valley High School Concert Band will perform holiday music at the John Wayne statue located on the Arrival (lower) Level throughout December.

Airline passenger traffic at John Wayne Airport increased in November 2015 as compared with November 2014. In November 2015, the Airport served 876,748 passengers, an increase of 14.3% when compared with the November 2014 passenger traffic count of 767,315.

Bat Found at Irvine Regional Park Tests Positive for Rabies

A bat found near the lake at Irvine Regional Park at 11:30 a.m. on Sunday, December 27, 2015 has tested positive for rabies. Anyone who may have had physical contact with this bat or saw someone else having contact with the bat is asked to call Orange County Health Care Agency Epidemiology at (714) 834-8180 from 8 a.m. to 5 p.m. or (714) 834-7792 after hours to determine the risk for rabies.
