Three more positions
filled on County's Management Team
(SANTA ANA) - Three
new managers have been appointed to fill roles on the
County of Orange's new management team. "I'm excited
about the skills and knowledge that these people bring
to the County family," said county Chief Executive
Officer Janice M. Mittermeier. "They will be strong
assets in helping us critically and creatively address
the way we provide service and perform our work and, then,
make the appropriate changes."
The three are Darlene Bloom, clerk of the board; David
E. Sundstrom, director of internal audit; and Diane Thomas,
manager of media/community relations.
Bloom was clerk of the board in Fresno County for six
years and has been acting clerk and assistant clerk of
the board in Alameda County since 1994. In both counties
she was responsible for automating department functions
including claims for damages, assessment appeals and creating
an on-line information retrieval system. She was a founder
of the California Clerk of the Board's Association and
has 20 years of government service along with 10 years
of small business ownership. Bloom has an associate's
degree in business from the College of San Mateo.
"The Board of Supervisors is delighted that Darlene
Bloom is joining us," said Supervisor Roger Stanton,
board chairman. "We conducted an exhaustive search
throughout the state, and she comes highly recommended
by employers in other counties. We look forward to benefiting
from her experience."
Sundstrom has been university auditor for the California
State University System (CSU) since 1989 and is responsible
for all internal audit activity in the entire university
system. He also coordinates the internal audit program
with those of the university's external public accountants.
Those include financial audits of CSU's bond programs,
federal financial aid audits on the system's 22 campuses
and audits of 72 auxiliary organizations. Sundstrom was
previously campus audit manager at the University of California,
Davis. He has also been a senior accountant for Vilmure,
Peeler and Boucher, certified public accountants in Whittier.
He graduated with honors from Sonoma State University
with a bachelor of arts degree in management.
Thomas worked nine years as the public information officer
for Santa Ana Unified School District. She was hired in
1985 to develop the district's first media/community relations
department. She left Orange County in 1994 to work as
communications manager for Memphis City Schools. She has
previous experience with Memphis Light, Gas & Water
Division and Arkansas Electric Cooperatives Incorporated.
Thomas received a bachelor's degree in journalism from
the University of Memphis. She is accredited by the Public
Relations Society of America.
The recruitment process continues for assistant CEO, Chief
Financial Officer; assistant CEO, Information & Technology;
and director of the new Public Works Department.
