Leader To Be Honored by Board of Supervisors

B. Horowitz, senior managing director with Salomon Smith
Barney headquartered in New York, will be honored tomorrow
by the Board of Supervisors for his work in municipal
finance and his exemplary role in serving the people of
Orange County, said County Executive Officer Jan Mittermeier.
Through his work with Salomon Brothers, Horowitz was responsible
for all the firms activities related to the bankruptcy
recovery financings and the restoration of the credit
and credit rating of the County. "Dale served as
the principal liaison between the County and Wall Street
investors at a time when our financial reputation was
perceived as unreliable," said Mittermeier. "During
that time he distinguished himself by maintaining the
tenets of municipal finance while guiding us through the
maze of financial recovery."
Horowitz has worked in the financial community more than
40 years. He was a member of the original Municipal Securities
Rulemaking Board and was its chairman in 1977. He is the
only person to serve as chairman of both the Public Securities
Association in 1979 and the Securities Industry Association
in 1991. Horowitz is currently a member of the Treasury
Borrowing Advisory Committee of the Public Securities
Association.
He is a graduate of Columbia College and Columbia Law
School. Horowitz is a member of the New York State Bar
Association and the American Bar Association.
