Board Implements
HCD Restructuring
(SANTA ANA) The
Board of Supervisors at tomorrow mornings meeting
is expected to approve the final step in a revamp of the
Housing and Community Development (HCD) Department that
was approved in December.
An organizational study, which was conducted from last
April to September, analyzed the departments structure,
staffing needs and ways of achieving maximum effectiveness
and efficiency. Tomorrows agenda item updates job
descriptions and qualifications to reflect the changes
brought about by restructuring.
"I want to thank the HCD employees, County staff
and the Orange County Employees Association for working
together to put the restructuring plan into action,"
said Board Chairman Charles V. Smith. "This action
helps us achieve the Boards priorities and serve
well the communitys needs. Weve made a commitment
to addressing the need for low- and moderate-income housing
in the county."
HCD has an annual operating budget of $27 million and
a staff of 100 employees.
At tomorrows meeting, the new HCD director, Paula
Burrier-Lund, will be introduced to the Board. She was
formerly the deputy executive director of the San Diego
Housing Commission. While at San Diego, Burrier-Lund was
responsible for the Housing Commissions finance,
policy, program development, community relations and loan
management operations.
