HUD Gives $6.8 Million
in Grants to OC
(Santa Ana) - Additional
information from the Department of Housing and Urban Development
(HUD) over the weekend proved that there must really be
a Santa Claus. Despite the Christmas Eve announcement
of $2.4 million in grants for homeless programs, further
releases bring the total to $6.8 million, announced Chuck
V. Smith, Chairman of the Orange County Board of Supervisors.
"This is exciting news to receive on Christmas weekend,"
said Smith. "This means that HUD has funded 12 of
the 13 requests we submitted. This will enable us to provide
more support in helping Orange County's most needy move
from homelessness to self-sufficiency."
The grants are the result of an annual competitive process
by HUD which issues a Super Notice of Funding Availability
(SuperNOFA) for Continuum of Care Homeless Assistance
Programs."These federal funds will provide Orange
County agencies with additional resources to create a
comprehensive regional approach to end the cycle of homelessness,"
said Representative Loretta Sanchez. "The Supportive
Housing Program is successful because it provides individuals
with the training and support they need to successfully
achieve independent living."
The newly released grant awards are 1) Health Care Agency
for Shelter Plus Care Tenant-Based Rental Assistance.
This grant will provide 69 Section 8 Certificates to homeless
mentally ill, substance abusers, dually diagnosed and
persons with HIV/AIDS; 2) Episcopal Community Services
for a seven-bed permanent supportive housing project for
homeless mentally disabled men and women; 3) Human Options
for a 50-bed transitional housing project for victims
of domestic violence; 4) Interval House for provision
of bilingual case management services for victims of domestic
violence; 5) Olive Crest Treatment Centers for outreach,
assessment and case management services for homeless youth;
and 6) Saddleback Community Outreach for a 10-bed transitional
housing project for families that are victims of domestic
violence.
The six grants previously announced were 1) Mental Health
Association for outreach, assessment and case management
services for the disabled with psychiatric illnesses and
dually-diagnosed homeless adults; 2) Dayle McIntosh Center
for case management, skills training and providing assistive
devices for homeless disabled persons; 3) John Henry Foundation
for a 15-bed permanent supportive housing project for
homeless mentally ill and dually diagnosed; 4) Women's
Transitional Living Center for a 46-bed transitional housing
project for victims of domestic violence; 5) Orange County
Youth and Family Services for a 30-bed transitional housing
project for homeless families; and 6) Shelter for the
Homeless for a 40-bed transitional housing project for
homeless families recovering from substance abuse.
"The Orange County community has once again submitted
an outstanding application that will improve the living
conditions of thousands of people in Orange County,"
said Nelson Hernandez, Senior Community Builder/Coordinator,
HUD Santa Ana. "The $6.8 million in grants from HUD
to the County will fund local programs that respond to
local needs. With this grant announcement, our partnership
with Orange County and its Continuum of Care providers
will be strong going into the new millennium. December
1999 will truly will be a month to remember in Orange
County!"
