County Awarded $8.7 Million for Homeless
(Santa Ana) - The U.S. Department of Housing and Urban Development (HUD) awarded an $8.7 million homeless assistance grant to the County of Orange under the Continuum of Care Super Notice of Funding Availability (SuperNOFA). The County was recognized for collaboration with hundreds of non-profit organizations and cities on a regional plan to reduce the number of the estimated 19,000 homeless individuals and families in Orange County. The grant is the largest awarded to the County to date.

This is wonderful news to receive during the holiday season, said Cynthia P. Coad, Chair, Orange County Board of Supervisors. This large grant award recognizes the County’s collaborative efforts and hard work to effectively deal with the issue of homelessness in Orange County.

The Orange County Housing and Community Development Department (H&CD), the CEO/Homeless Prevention and Related Services Program, and the Continuum of Care Leadership Cabinet coordinated the 2001 application process. Included are transitional shelter and supportive services for families and individuals and for permanent supportive housing for the disabled and special needs populations.

Award recipients include:
Orange County Housing Authority and HOMES, Inc. $1,412,880 for Shelter Plus Care Section 8 Rental Assistance vouchers for disabled and special needs populations
Mercy Housing California $420,000 for permanent supportive housing for individuals with special needs and disabilities
Orange County Housing Authority and the Health Care Agency $1,596,600 for Shelter Plus Care Section 8 Rental Assistance vouchers to provide permanent supportive housing for disabled and special needs populations
Families Forward $225,962 for renewal of transitional housing for families
Human Options, Inc. $361,726 for renewal of transitional housing for victims of domestic violence
Saddleback Community Outreach $82,753 for renewal of transitional housing for families
Mercy House Transitional Living Centers (Continuum of Care Coalition) $2,497,947 for renewal of transitional housing and supportive services for families and individuals
Orange Coast Interfaith Shelter $1,503,732 for provision of supportive services that will enable the graduates of 14 different transitional shelters to move into permanent housing
Orange County Housing Authority and the Health Care Agency $668,400 for renewal of Shelter Plus Care Section 8 Vouchers to provide permanent supportive housing for disabled and special needs populations


The Supportive Housing Program and Shelter Plus Care Programs are successful because they provide individuals and families with the training and support they need to successfully achieve independent living,” said Paula Burrier-Lund, H&CD Director. “These successfully funded projects are part of the County’s proactive efforts to address homelessness.”

Additionally, the County actively works with cities and non-profits through the Continuum of Care Community Forum and other regional planning collaboratives to find more effective approaches to the problems of homelessness. The County also administers funds for participating cities and community-based organizations for homeless services through H&CD.
