County Names New
PDSD Director
(Santa Ana) - Interim
CEO James D. Ruth has appointed a planning expert with
32 years of experience to lead the County’s Planning &
Development Services Department (PDSD). Bryan Speegle,
who has been PDSD’s assistant director since 2001, will
step into the director’s role effective today.
“Bryan demonstrated very strong leadership in rebuilding
the financial stability of the Planning Department and
in helping synthesize the many issues of that department
so that we could effectively address the problems,” said
Ruth. “He was highly involved in developing the new time
and materials fee structure that we’ve implemented at
PDSD. Bryan is an outstanding planner and leader. We had
approximately 80 applicants for this job and we’ve hired
the right person.”
“Bryan’s help has been invaluable in making several important
improvements at PDSD,” said Board Chairman Tom Wilson.“We
will also be glad to rely on his planning expertise as
work proceeds on Rancho Mission Viejo. We’re glad to have
Bryan on board.”
Speegle has worked for the City of San Jose as well as
the County’s former Environmental Management Agency, which
was split up into PDSD and the Public Facilities department
in 1996. He was also a senior vice president and principal
of Culbertson, Adams and Associates, which provided planning
services for public and private projects. Speegle spent
nearly three years as team manager for consultant teams
for the El Toro Master Development Program.
He holds a bachelor’s degree in urban planning from San
Diego State University and has done graduate work in urban
and regional planning at the University of Southern California.
He also received a certificate in planning and transportation
planning from the University of California, Irvine.
Speegle is a member of the American Planning Association,
Urban Land Institute and the International Conference
of Building Officials.
