Orange County Receives $4.1 million
in Homeless Assistance Grant

(Santa Ana) - The U.S. Department of
Housing and Urban Development (HUD) awarded an $8.7 million
homeless assistance grant to the County of Orange under
the Continuum of Care Super Notice of Funding Availability
(SuperNOFA). The County was recognized for collaboration
with hundreds of non-profit organizations and cities on
a regional plan to reduce the number of the estimated
19,000 homeless individuals and families in Orange County.
The grant is the largest awarded to the County to date.
County to Begin Redistricting Process,
Meeting Set for December 20

The County’s Redistricting Committee
will meet next week to kick-off the process of redrawing
boundaries of the five Supervisorial Districts from Census
data to be released in April.

adjourned its meeting yesterday in memory of Ron Ahfeldt,
County consultant and senior vice president of P&D
Aviation. Ahfeldt died of unknown causes in his sleep
on the evening of December 3. He was 55 years old.
250 Emergency Shelter Beds Become
Available Tomorrow
November 30, 2000
(Santa Ana) – The County’s
cold weather emergency shelter program begins tomorrow
and will operate through March 31. The Good Samaritan
Church of Westminster will house the homeless December
1 through December 3. The program moves to the Santa Ana
and Fullerton National Guard Armories on December 4.
Board Offsite Meeting to Review
2001 Strategic Financial Plan

(Santa Ana) - The Orange County Board
of Supervisors will hold a special offsite meeting November
20 for the presentation of the 2001 Strategic Financial
Plan. Funding scenarios for the 42 strategic priorities
confirmed by the Board on August 3 will be discussed.
(Santa Ana) – Beginning next week,
cable television viewers in Orange County will be able
to watch gavel-to-gavel coverage of the Board of Supervisors’
meetings from the comfort of their homes. The November
14 Board meeting will kick off the weekly videotaping
and next-day distribution of tapes to all the county’s
cable companies. Each cable franchise will air the meeting
in its entirety.
Who:75 student volunteers from colleges
in Orange County including UCI, CSUF and Chapman University,
in addition to two faculty members from Chapman, will
will work through the night as the Orange County Election
Night Tally Center Volunteer Team.

(Santa Ana) – A handbook for opening
a child care center, mentors for children and teens with
emotional and/or behavioral problems, and an effort to
keep first-time juvenile offenders from repeating their
mistakes are three County of Orange programs honored as
the most innovative and creative in the state. Only 17
percent of the 162 entries from 33 counties were honored
as 2000 Challenge or Merit Award winners.

Assistance Program (EHAP) and the funding process for
Orange County will be the topic of the October 12 Continuum
of Care (CoC) Community Forum at 1:30 p.m., October 12

County Employees Honored as Volunteers
in ‘Points of Light’ Program

(Santa Ana) – Less than one mile
from Civic Center Plaza, the work site for approximately
6,000 County employees, is Pio Pico Elementary School.
Within one square mile around the school, there live 26,000
young people 21 years of age and under. Ninety-eight percent
of the students who attend Pio Pico have limited English
proficiency; and 93 percent of them receive free or reduced-cost
meals.

Smith today supported a ballot measure that offers an
option to Measure H, a proposal that commits all future
tobacco litigation proceeds to healthcare, tobacco use
prevention and public safety. “Initiative G will
work because it’s simply good government,”
said Smith, Chairman of the Board of Supervisors.The Board
this morning approved placement of Measure G on the November
ballot.

list of recommendations ranging from programs to educate
the public about water quality and urban runoff to retrofitting
existing drainage systems are among the management strategies
proposed by the County to improve water quality within
the Aliso Creek Watershed.

Leaders Appointed to Workforce Investment Board

Board of Supervisors has appointed 44 business and community
leaders to oversee $18 million of State and Federal funds
that support Orange County’s One-Stop Employment
Center system. Orange County Workforce Investment Board
(OCWIB) members were selected through a countywide recruitment
process that included Chambers of Commerce, professional
associations and the Orange County Business Council. The
OCWIB officially takes effect July 1.

of Possible Measles Exposure

(Santa Ana) - Today Dr. Mark Horton
announced that some members of the public might have been
exposed to the virus that causes measles when they attended
the Season Finale of the Orange County High School of
the Arts at the Orange County Performing Arts Center on
June 4, 2000, at 7:30 p.m. One person in attendance was
subsequently diagnosed with measles, and this was confirmed
by the Orange County Public Health Laboratory.

The purpose of this communication is
to confirm that two bacteria were identified among the
biological materials removed from the Irvine home of Dr.
Larry Ford. As we have stated in the past, there is absolutely
no indication of any threat to public health. The organisms,
which were found in extremely poor condition, were identified
as Salmonella typhi and Vibrio cholerae. While both organisms
are rare in the United States, they have been responsible
for epidemics, particularly in developing countries, where
hygiene and medical care are deficient.

will be honored Tuesday, May 16 at 9:30 a.m. by the Orange

(EMS) Week, May 14-20. The men and women to be honored

Santa Ana, April 28, 2000…The
Orange County Environmental Health Division, reminds consumers
that the Annual Mussel Quarantine in California will be
in effect in Orange County from May 1 through October
31, 2000. Sport harvesting of mussels for human consumption
is prohibited along the entire California coastline. All
bays and inlets are included in the quarantine. The purpose
of this quarantine is to protect the public from deadly
poisons which may be present in bivalve mollusks, such
as mussels, clams, oysters, and scallops.

10 Mile run and kids fun run races on Sunday, April 30,

SANTA ANA- Emergency Medical Services,
a part of Orange County's Health Care Agency, has received
a grant from the Office of Traffic Safety, State of California
and the National Highway Traffic Safety Administration.
The grant will implement a program that will train approximately
4,000 law enforcement personnel in Orange County in the
use of bag-valve-mask ventilation.

(Santa Ana) – An 81-year-old credited
with more than 4,000 hours of volunteer service, a Vietnam
veteran, and a volunteer who bakes cookies to help troubled
kids open up are some of the 41 individuals to be honored
April 18 by the Board of Supervisors. This year’s
honorees will be recognized at the fourth annual County
of Orange volunteer recognition ceremony at 8 a.m. prior
to the regular Board of Supervisors meeting.

Care Services will hold an open house from 10 a.m. –
5 p.m., April 9 at its facility located at 561 The City
Drive South, Orange. The event will highlight the new,
Sunday opening at the facility. The public can now visit
Animal Care Services seven days a week (except holidays)
from 10 a.m. – 5 p.m. except Wednesday’s extended
hours when the closing time is 7 p.m. New features at
the center include the new Dog Walk for exercising dogs
and the new Cat Pavilion with 72 individual cages.

San Clemente get an injection of immune globulin (IG)
due to possible exposure to hepatitis A. One Fisherman's
Bar employee has been identified as having hepatitis A.

today voted unanimously to support two statewide ballot
measures: Proposition 12, the Park Bond; and Proposition
13, the Water Bond. Both are on the statewide March 7
ballot.

of Strategic Affairs today released the first Orange County
Community Indicators Report. The document, which is expected
to become an annual report, is an assessment of the economic
and social well-being of the county.
Public Hearing Scheduled On Plan
For Orange County's $48 Million In Proposition 10 Funds

SANTA ANA - The Orange County Children
and Families Commission will hold a public hearing on
the proposed Strategic Plan to allocate approximately
$48 million in annual tobacco tax revenues for early childhood
development programs. The public hearing will be held
on February 2, 2000 at 9:00 a.m. at the Orange County
Planning Commission Hearing Room located at 10 Civic Center
Plaza in Santa Ana.
OC Public Library Receives $56,000
Gates Foundation Grant

The Orange County Public Library system
has received a $56,000 grant from the Bill and Melinda
Gates Foundation to provide funds for the expansion of
public access to computers and the Internet.

a leading New York bond rating agency, today announced
that it is increasing the County of Orange's bond credit
rating by five notches to "A-." The County's
overall rating will be "A."
The Orange County Public Library's annual
Bookmark Design Contest continues through February 29,

from the Henry Samueli School of Engineering will release
on January 21 the preliminary results of a study aimed
at finding the causes of bacterial pollution in the water
off Huntington Beach.

Commission Approves Three Early Action Programs

The Orange County Children and Families Commission has
approved three Early Action Programs to begin receiving
funds allocated from Proposition 10 revenues. These programs
will be funded in February 2000 with the adoption of a
comprehensive Strategic Plan.
County Leads Census Outreach Complete

(Santa Ana) - Four working meetings
are planned this month for the County-led Census 2000
Complete Count committee. "Our estimates show that
a 1990 census undercount of nearly 51,000 OC residents
has cost Orange County approximately $7.6 million per
year since that time," said Chuck V. Smith, Chairman
of the Board of Supervisors. "It's important that
we provide the leadership necessary to work with the Census
Bureau and our community partners to get an accurate count
in the upcoming census."
