The Orange County Probation Department operates the Lacy Juvenile Annex in Orange for older teenage boys who are serving Juvenile Court commitments. Up to 56 youth can be housed at the site, which is located in a module of the Sheriff-run Theo Lacy Branch Jail, located near Juvenile Hall and the Betty Lamaroux Justice Center.

Incarcerated for committing serious and/or violent crimes. This section of the Theo Lacy Branch Jail is known as the Lacy Juvenile Annex and houses the Extreme Security Risk (XSR) Unit. The unit that is made up of minors with the most serious offenses (murder, attempted murder, rape, and robbery). Many of the crimes are"High Profile" that have either had extensive media coverage or extreme violence. As required by law, youths in the Lacy Juvenile Annex are separated from the adult inmate population and are housed in their own module. Deputy Juvenile Correction Officers supervise the youth.

Among these minors, some may be transferred directly to State Prison, Division of Juvenile Justice (DJJ), or Orange County Jail. Since the majority of the juvenile population are being charged as adults, safety and security is the main priority. The ages of the minors range from 13-19 years old. The average length of stay of a minor is 116 days.

Similar to the youth at Juvenile Hall, all of these young men can participate in an educational program aimed to fit their particular needs, seeking either a General Education Development (GED), or a high school diploma.

These young men are housed in this facility due to the serious nature of their crimes and the need for enhanced security. It also allows them to be separated from the rest of the juvenile population who are undergoing a different kind of programming designed for more immediate reentry into the community.
