The County of Orange Board of Supervisors with the establishment of an Ordinance on February 5, 2002, created the Orange County In-Home Supportive Services (IHSS) Public Authority. The OC IHSS Public Authority's general functions are to establish a Registry of IHSS Providers; conduct Provider recruitment and screening; offer free training and support to Consumers and Providers; and information and referral.
The OC IHSS Public Authority Registry is responsible for all recruitment efforts, interviews, pre-screening and keeps an up-to-date database of available Providers. As Orange County IHSS Consumers need home care Providers, the OC IHSS Public Authority Registry searches through its database to match a Provider's service area and home care skills with a Consumer's needs. A list of available Providers is then sent to the Consumer and it is the Consumer's responsibility to select and hire an appropriate Provider for his/her particular home care needs.
Training for both Consumers and Providers is also a critical component of the duties of the OC IHSS Public Authority. Please refer to our Training page for more information.
