About Us
The Orange County IHSS Public Authority (PA) is located at 1200 N. Main St., Suite 700 in Santa Ana, CA 92701.

Mission Statement: Working hand in hand with the community to serve IHSS Consumers so they may remain independent and safe in their own home.

The Public Authority services include:
  • A registry of home care Providers
  • Recruitment and screening of home care Providers
  • Free training and support for IHSS Consumers and Providers
  • Information and Referral
  • Public Authority Library (resources for Consumers and Providers that include training videos, cassettes, and informational brochures)
There are eight (11) staff employed by the Public Authority. Seven (7) Registry/Training Specialists assist IHSS Consumers locate a Provider as well as recruit, orientate, and train Providers.

All Providers wanting to be placed on our Registry goes through an Application process. The Application process starts with the attendance to the Provider Orientation; completion of the job application with two (2) professional references, one (1) personal reference; and a face to face interview with the Registry Training Specialist (RTS); and a Department of Justice Background Check. As IHSS Consumers call in to request a Provider list, the RTS will check the Registry database for Providers who possess the skills Consumers need within a geographic area. Then, a list of available Providers is mailed to the IHSS Consumer to call and interview for the position. The sole responsibility in hiring the Provider will remain with the IHSS Consumer.
