Special Housing Programs

Orange County Housing Authority (OCHA) Special Purpose Vouchers

In addition to the Section 8 Housing Choice Voucher Program, OCHA administers the following Special Purpose Voucher programs targeted to clients who meet specific eligibility criteria and are referred by various partner agencies.

  • Veterans Affairs Supportive Housing (VASH) program provides rental assistance and case management for homeless Veterans. Eligible Veterans are referred by the Long Beach VA Medical Center.

    Interested persons may contact the VA Community Resource & Referral Center (CRRC) to determine eligibility. For walk-in hours and directions to CRRC, please call 844-838-8300.
     
  • Family Unification Program (FUP) provides rental assistance for families where parents and their children have been reunited after separation or imminent danger of being separated or to youth who are at least 18 and have not yet reached their 25th birthday, who have left foster care (or will leave foster care in 90 days) and are homeless or are at risk of becoming homeless. Eligible families and youth are referred by the Social Services Agency (SSA).

  • Non-Elderly Disabled (NED) provides rental assistance for qualified persons transitioning from nursing facilities to independent living with supportive services. Eligible persons are referred by Dayle McIntosh and other partner agencies.

  • Mainstream provides rental assistance for non-elderly homeless, disabled households who are exiting, or exited, from recuperative care or have been frequent users of Orange County hospitals/ER services. Eligible persons are referred by the Orange County Health Care Agency (HCA) and from the Coordinated Entry System (CES).

  • Project Based Voucher (PBV) program is a discretionary component of the Section 8 Housing Choice Voucher (HCV) program. Under the PBV program, OCHA enters into an assistance contract with the owner for a specified number of units for a specified term. Eligible persons are referred from the CES.   • Continuum of Care (CoC-formerly Shelter Plus Care) provides rental assistance for homeless households with disabilities. Eligible persons are referred from the CES.

  • Emergency Housing Voucher (EHV) program is used to provide rental assistance and services for households that are:
    • Homeless
    • At risk of homelessness
    • Fleeing domestic violence, sexual assault, stalking, or human trafficking
    • Recently homeless
