Santa Ana, Calif. (January 14, 2025) – Supervisor Doug Chaffee, Fourth District, has been chosen unanimously by his Board colleagues to serve as Chair of the Orange County Board of Supervisors for 2025. Supervisor Katrina Foley, Fifth District, to serve as the Board’s Vice Chair.
Chair Doug Chaffee represents the residents of the Fourth District which includes the cities of Anaheim (portion of), Brea, Buena Park, Fullerton, La Habra, Placentia and Stanton and unincorporated areas. This will be the second time Supervisor Chaffee will serve as Chair for the Orange County Board of Supervisors, last serving in 2022 and as Vice Chair in 2021 and 2024.
"I am deeply honored to be elected as Chair of the Orange County Board of Supervisors for 2025. It is a privilege to lead this Board as we work together to address the priorities of our residents. I look forward to collaborating with my colleagues to ensure Orange County continues to be a place where families, businesses, and individuals can thrive," said Chair Doug Chaffee, Fourth District Supervisor.
Chair Doug Chaffee was elected as the Fourth District Supervisor in November 2018 and re-elected in November 2022. Prior to his election, Chair Chaffee twice served as Mayor of the City of Fullerton and served as a Councilmember for a total of six years.
Chair Chaffee is a longtime Fullerton resident, graduating from Fullerton Union High School. He earned a B.A. in Economics from the University of Redlands and a J.D. from the Northwestern University School of Law. He is married to his wife, Paulette, who serves as Ambassador of the Orange County Fourth District. They have two sons and two grandsons.
Supervisor Katrina Foley Elected Vice Chair
Supervisor Katrina Foley, Fifth District was chosen unanimously by her fellow Board colleagues to be Vice Chair this year.
Vice Chair Katrina Foley represents the residents of the Fifth District which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, (portion of) Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente and San Juan Capistrano and unincorporated areas.
“Thank you to the Board for electing us to serve in leadership of the Board of Supervisors. I look forward to working alongside Chairman Doug Chaffee while we work together to support all of Orange County’s residents throughout this next year,” said Vice Chair Katrina Foley, Fifth District.
Vice Chair Katrina Foley was elected to the Board of Supervisors in 2022 to represent the newly established District 5. This is her second term on the Board of Supervisors, where she previously served District 2. Prior to her election, Vice Chair Foley became the City of Costa Mesa’s first directly elected Mayor in November 2018 and was re-elected in 2020. She served on the Costa Mesa City Council for 14 years, including serving as Mayor between 2016-2017. She also served on the Newport Mesa Unified School District Board of Trustees from November 2010 to November 2014.
Vice Chair Foley is a graduate of Head Start and a Pell Grant recipient. She resides in Costa Mesa with her husband, two sons, mother and 98-year-old grandmother.

Orange County Clerk-Recorder Hugh Nguyen will once again extend ceremony hours until 6 p.m. on Friday, February 14, 2025, at the Anaheim, Laguna Hills, and Old County Courthouse in Santa Ana for marriage services only. The extended hours aim to accommodate couples looking to tie the knot or renew their vows on the most romantic day of the year, Valentine’s Day.
Appointments are highly recommended to avoid delays; however, walk-ins will be served on a first-come, first-served basis. Before arriving, couples must complete a marriage license application online at: https://ocweddings.ocrecorder.com
“With Valentine’s Day falling on a Friday this year, it may be one of our busiest days, and we want to ensure every couple has a beautiful, unforgettable experience as they begin or reaffirm their love story,” said Clerk-Recorder Hugh Nguyen.
To help couples share their special day with loved ones both near and far, the department offers live-stream weddings. For married couples wishing to reaffirm their bond, renewal of vow ceremonies are also available, complete with a complimentary souvenir certificate as a keepsake of the special day.

Santa Ana, Calif. (December 4, 2024) – The County of Orange is pleased to invite the public to a workshop to review and discuss the County’s 2024 Strategic Financial Plan. This event will provide the public an opportunity to gain insights in the County’s financial priorities, future budget planning, and short and long-term fiscal strategies.
The workshop will feature a presentation by the County’s Budget and Finance Office, followed by a Q&A session where attendees can engage directly with County staff.

(Santa Ana, CA) – The OC Health Care Agency (HCA) has launched a public education campaign to transform how Orange County (OC) residents respond to mental health crises for themselves or for someone in their lives. Outdoor boards, digital ads, and in-language radio and newspapers will inform residents to call the HCA’s crisis line, (855) OC Links or (855) 625-4657, for urgent specialized mental health services, rather than defaulting to calling 9-1-1.
The “First Responders for Mental Health Campaign” aims to promote dedicated resources for mental health emergencies including the crisis line, mobile crisis unit, and warm line support. Collaborating with HCA’s Behavioral Health Services, the campaign will share essential information on recognizing mental health crises and accessing appropriate services.
“Orange County is proud to provide extensive behavioral health services that meet the needs of our community,” said Chairman Donald P. Wagner, OC Board of Supervisors, Third District. “The Board and I have supported innovative initiatives, like the Crisis Care Mobile Unit, and this campaign will ensure that residents know how to quickly access these vital resources in moments of crisis.”
“Addressing mental health crises requires a compassionate response,” said Ian Kemmer, Director of Behavioral Health. “Our campaign empowers residents to seek appropriate support through dedicated services, ensuring individuals receive the specialized care they may need in a time of crisis.”
The Mental Health Crisis Public Education Campaign is a vital initiative by the HCA’s Behavioral Health Services to reframe responses to mental health emergencies, ensuring every resident has access to appropriate and responsive support.

The County of Orange Social Services Agency’s Adult Services office moved to a new location at 2020 W. Walnut St. in Santa Ana, on October 7, 2024. The office, previously housed on Warner Avenue, supports Adult Protective Services (APS), In-Home Supportive Services (IHSS) and IHSS Public Authority programs. APS provides services to prevent or remedy neglect, abuse and the exploitation of adults unable to protect their own interests because of age or disability. IHSS provides a wide range of domestic and personal care services to allow persons with disabilities and elderly individuals to live safely at home. IHSS Public Authority provides the elderly, blind and individuals with disabilities assistance in finding a prescreened homecare Provider who will enable them to live independently and remain safely in their homes.
This change is anticipated to have minimal impact on Adult Services clients. In addition to contacting their assigned case worker, SSA clients and providers can continue to utilize the following options:
