Orange County Clerk-Recorder Now Hosting Virtual Wedding Guests in Ceremony Rooms

Have you checked your e-mail or text messages? Someone is getting married, and you’re invited! Can’t make it? No problem! Starting Saturday, October 21, 2023, 10 a.m. to 3 p.m., Clerk-Recorder Hugh Nguyen is making it possible for families and friends to join couples during their marriage ceremony online. Couples visiting the department’s North County branch office in Anaheim will now have the option to live stream their marriage ceremony and invite their family and friends via Zoom. Friends and family members will be able to join from anywhere using their electronic devices after receiving a secure Zoom link to the ceremony from the couple. This is a pilot program, so this service will only be available at the department’s North County branch office located at 222 S. Harbor Blvd., Ste. 110A in Anaheim, CA 92805. “I am excited and looking forward to offering this option to couples,” said Clerk-Recorder Hugh Nguyen. “Zoom makes it easier for couples to plan their special day without having to worry that someone is being left out because a loved one can’t travel or simply can’t make it to the ceremony for a variety of reasons.”

Once a couple completes the marriage license process, department staff will ask the couple if they wish to live stream their ceremony. If they do, a password protected link will be given to the couple to share with whomever they wish to invite via e-mail or text message. Those invited to the private live stream feed must have an internet connection and the Zoom app downloaded on their device. There is no additional cost to the couple for this service, however, guests should check with their internet or cellular providers for data rates and charges they may incur by joining the live feed. The live feed is private and will not be recorded, so once the ceremony is completed, the department will not be able to retrieve the feed.

There are a few advantages to live streaming a ceremony on Zoom. First, family and friends from near and far away can be part of the ceremony. This is a great option for those who can’t travel because of health concerns or physical limitations. Second, couples can get married and share the moment live with anyone from anywhere in the world and to as many people as they wish. Finally, Zoom is incredibly user friendly, all anyone needs is an internet connection, a device with the Zoom app installed and a link sent out by the couple to join.

John Wayne Airport Posts August 2023 Statistics

Welcome to John Wayne Airport

(SANTA ANA, CA) – Airline passenger traffic at John Wayne Airport increased in August 2023 as compared to August 2022. In August 2023, the Airport served 1,038,889 passengers, an increase of 0.8% when compared with the August 2022 passenger traffic count of 1,030,933.

Commercial aircraft operations in August 2023 of 8,361 decreased 0.1% and commuter aircraft operations of 350 decreased 21.9% when comparing with August 2022 levels.

Total aircraft operations decreased in August 2023 as compared with the same month in 2022. In August 2023, there were 25,978 total aircraft operations (takeoffs and landings) a 10.0% decrease compared to 28,857 total aircraft operations in August 2022.

General aviation activity of 17,257 accounted for 66.4% of the total aircraft operations during August 2023 and decreased 13.8% compared with August 2022.

The top three airlines in August 2023 based on passenger count were Southwest Airlines (305,251), American Airlines (169,041) and United Airlines (168,550).

OC Health Care Agency Launches "Fentanyl is Forever" Awareness Campaign in Orange County

SANTA ANA, CA, (October 10, 2023) — The OC Health Care Agency (HCA) is proud to announce the launch of the "Fentanyl is Forever" Media Campaign, a comprehensive initiative aimed at raising awareness about the critical issue of fentanyl misuse in Orange County. This campaign underscores the County's commitment to addressing this crisis and its devastating impact on individuals, families, and communities.
 
"The 'Fentanyl is Forever' campaign brings the dangers and devastation of fentanyl misuse to life by showing how fentanyl can wreck lives, families, and friendships,” said Chairman Donald P. Wagner, OC Board of Supervisors, Third District. “Our goal is to make people aware of these dangers and encourage them to seek out local resources for help."
 
Utilizing Opioid Settlement Funds, this campaign will feature compelling family testimonies, educational materials, prevention, and rescue information. The "Fentanyl is Forever" Campaign is an impactful message designed to draw attention to the lethal consequences of fentanyl use. The objective is to raise awareness of these dangers and empower the public to access local resources for assistance.
 
“The devastation of Fentanyl is forever,” said Vice Chairman Andrew Do, First District. “Even a minute amount of Fentanyl contamination can be fatal. Prevention through education is the goal of this campaign. Often, the victim did not know the illicit drugs they ingested were contaminated with Fentanyl. With the widespread availability of Fentanyl on the drug market, people should not experiment with illegal drugs, and if you are using, please get help to address your dependency.”  
 
To facilitate access to crucial information and resources, the campaign will feature a comprehensive website where the public can learn about the dangers of fentanyl. This website will be a valuable resource for educational content, graphics, videos, personal testimonies, and resources designed to inform the public about the risks associated with fentanyl. The public is encouraged to visit  the campaign at www.fentanylisforeveroc.org.
 
“As a Supervisor representing a diverse and underserved district, I understand the unique challenges and needs of our community members,” said Supervisor Vicente Sarmiento, Second District. “We know that among Latinos, there was an 85% increase in Fentanyl-related overdose deaths in 2021 from the year before, and the numbers were just as high in 2022. I want to ensure that no individual is left behind, and this campaign is a testament to that commitment.”
 
The campaign will utilize a variety of media channels to reach a broad audience, including videos for digital, broadcast, and social media, as well as materials available in both English, Spanish and Vietnamese. Additionally, posters, flyers and banner ads will be distributed throughout Orange County, along with active engagement on social media platforms.
 
“Our campaign slogan, ‘Fentanyl is Forever,’ carries a profound message,” said Supervisor Doug Chaffee, Fourth District. “It acknowledges the harsh reality of fentanyl, but it also carries a message of hope—through our collective efforts to take a stand.”
 
The official campaign launch was announced at a press conference held on October 10, 2023, highlighting Orange County as the first municipality in California to obtain Kloxxado, a potent naloxone formulation. Instructions were provided on its use, points of access, as well as distributed free of charge.
 
“Fentanyl is outpacing causes of death amongst our Orange County youth, with so many Orange County families in our community with stories of losing loved ones to fentanyl,” said Supervisor Katrina Foley, Fifth District. “I’ve stood up and will continue to fight with other elected and law enforcement for this cause. As a mom and as an elected official, I’m committed to fighting for an end to illicit fentanyl, which is killing our children.”
 
The Orange County Health Care Agency is conducting regular town hall sessions to educate the community on the dangers of fentanyl, methods to prevent overdoses, and how to respond effectively. Collaborating with Board offices, Cities, Fire, Police, elected officials, and community partners is key. Each town hall includes free distribution of naloxone to attendees, accompanied by training sessions on its proper use.
 
"The 'Fentanyl is Forever' campaign is a significant step in our ongoing efforts to combat the fentanyl crisis,” said Dr. Veronica Kelley, Chief of the HCA’s Mental Health and Recovery. “It's crucial that we equip our community with the knowledge and resources they need to protect themselves and their loved ones."
 
The Campaign message represents a significant step towards addressing the fentanyl crisis in Orange County. By engaging the community, providing educational resources, and emphasizing the importance of naloxone, the aim to save lives and create a safer, more informed environment for residents.

Exhibition to Commemorate 100 Years of Aviation History in Orange County

Santa Ana, CA – John Wayne Airport invites you to journey through aviation history commemorating a century of flight in Orange County. In 1923, aviation pioneer Eddie Martin founded a flying school and Martin Aviation, one of the nation’s oldest aviation firms. Decades of innovation have transformed the airfield into what is now a commercial and general aviation airport ranked #2 among large airports in North America.

To celebrate this milestone, the John Wayne Airport Arts Program has created an exhibition showcasing the history of flight in Orange County.  The exhibit offers a glimpse into local Orange County heritage and spotlights significant events from the airfield’s inception to the present-day airport. It's a unique opportunity for travelers, residents, and aviation enthusiasts to connect with Orange County’s rich tapestry of aviation history. 

Did you know that in the 1950s, the airfield played host to drag racers and their souped-up, custom cars?  Were you aware that our Arts Program took flight over three decades ago in 1990? Within this exhibit, a century of feats in aviation are collected into a timeline of fun facts and impressive visuals for all to enjoy.

Take a trip back in time as you peek into the visual history of this prominent landmark in Orange County. Filled with an impressive catalog of historical photographs, alongside selected artifacts from the Eddie Martin Estate, this exhibit kicks off 100 Years of Flight in Orange County.

The exhibition will be on view through January 2024 and can be found pre-security on the upper Departure Level in the walkway Gallery between Terminals B and C.

Orange County Seeks Taxpayer Losses in Two Recent Utility-Caused Wildfires

Santa Ana, CA (October 3, 2023) – Yesterday, Orange County filed two separate lawsuits seeking recovery of public and taxpayer resources lost in two recent wildfires—the 2020 Silverado Fire and the 2022 Coastal Fire. The Silverado Fire lawsuit names T-Mobile and Southern California Edison as defendants, and the Coastal Fire lawsuit names Southern California Edison as the defendant. The lawsuits were filed in Orange County Superior Court.

“These lawsuits seek to recover taxpayer dollars, spent by the county to protect the public, from those responsible for the damages,” said Orange County Board of Supervisors Chairman Donald P. Wagner, who represents the Third District where the Silverado Fire burned 12,466 acres.

“We demand that the utilities responsible for the destruction of county assets, increased expenses, reduced revenues, and environmental damages, reimburse the County,” said Supervisor Katrina Foley, who represents the Fifth District where the Laguna Niguel Coastal Fire burned 200 acres. “In 2022, the California State Auditor found that the utilities are not doing enough to reduce wildfire threats throughout the State of California. We have a duty to protect our taxpayers and County assets.”

In each suit, the lawsuits allege that utility infrastructure was the cause and origin of the fires, and that the utilities acted negligently in maintaining, owning and operating their equipment.

The Silverado Fire started the morning of October 26, 2020 and actively burned for 12 days while 784 personnel, one helicopter and 85 engines responded. The Coastal Fire started the afternoon of May 11, 2022 and actively burned for six days, burning through the City of Laguna Niguel.

The County is represented by the Office of County Counsel, and by outside counsel Baron & Budd, Berger Kahn, and Diab Chambers, which have extensive experience in wildfire litigation and public entity representation.

Celebrate Spooky Season at OC Parks

(Orange County, Calif.) – Celebrate the spooky season with OC Parks this October at various free, family-friendly events and programs throughout Orange County. 

Visit Santiago Oaks Regional Park after dark Friday, October 13 and discover critters that call the canyon home at Boo at the Oaks. The evening will be filled with fun nature stations, creative crafts, scavenger hunts for prizes and night hikes for all ages. Costumes are welcome but must be safe for hiking on dirt trails in the dark. Advance registration required.

Tour the decorated historical grounds at the third annual Fall-O-Ween at Heritage Hill Historical Park during special park hours October 13-15 and 20-22. Snap photos at a variety of fall and Halloween-themed photo opportunities, find your way through the hay maze and complete a scavenger hunt for ghastly goodies.

Join the OC Zoo at Halloween Zoo-Tacular Saturday, October 28. Festivities will include a scavenger hunt, trick-or-treating, spooky crafts for kids and watching zoo animals receive treat-filled pumpkins throughout the day. The first 100 children ages 12 and under in costume will receive a fun gift.

Returning this year, the popular Boo at the Bay takes place at Upper Newport Bay Nature Preserve Saturday, October 28. Enjoy a fun family Halloween party featuring spooky stories, creepy crafts, weird science experiments, bizarre animals and hair-raising games. The event will also feature booths and exhibits from Orange County Bird of Prey Center, Environmental Nature Center and the OC Parks Archaeology and Paleontology departments. All children who attend in costume will receive ghoulish door prizes.

Orange County Launches CARE Act to Aid Individuals with Untreated Mental Illness

SANTA ANA, CA, (September 29, 2023) — The OC Health Care Agency (HCA) is set to launch the Community Assistance, Recovery and Empowerment (CARE) Act program, making Orange County (OC) among the first counties in California. The state’s new initiative seeks to serve individuals battling untreated schizophrenia spectrum and other psychotic disorders. Starting October 2, 2023, the CARE Act, a groundbreaking civil process, will begin accepting petitions to provide support and intervention for those in need. 
 
"The OC Board of Supervisors takes pride in pioneering the CARE Act in our county, tailoring its implementation to meet the unique needs of our residents and resources," said Chairman Donald Wagner, OC Board of Supervisors, District 3. “The collective efforts of the HCA Mental Health and Recovery Services team, the Public Defender, and our courts have forged a clear and compassionate system for those battling severe mental health disorders."
 
Designed to empower individuals and their families to access essential resources, services, and urgent intervention, the CARE Act process aims to make a meaningful difference in the lives of those who require support and assistance. 
 
“This is a hopeful step forward in our commitment to support individuals struggling with untreated mental illness,” said the HCA’s Chief of Mental Health and Recovery Services, Dr. Veronica Kelley. “By connecting people with a CARE Act plan, we are offering hope and a path toward recovery." 
 
The program will serve adults aged 18 and older, diagnosed with schizophrenia spectrum and other psychotic disorders, who remain untreated. It allows for court petitions from various stakeholders, including family members, the county, tribal jurisdictions, and community professionals who have firsthand knowledge of the individual's condition. 
 
"The CARE Act program aligns with our mission of collaborating with our community and promoting well-being,” said Judge Maria Hernandez, who will be one of the presiding judges for the program. “It provides a structured framework to ensure that individuals with mental illness receive the support they need with a team to help them." 
 
Requesters can visit any OC Court to file a petition, provided that the respondent is an Orange County resident. Activating a case requires a completed petition (CARE-100 form) and the necessary documentation, which includes a Mental Health Declaration from a licensed behavioral health provider or evidence of recent intensive treatment. 
 
"We are dedicated to ensuring that respondents have access to legal counsel and are actively engaged in decision-making throughout the CARE Act program,” said Martin Schwarz, Public Defender for Orange County. “This balance between support and individual liberties is vital." 
 
The CARE Act program adds another approach to the available toolbox of ways to support mental wellness in Orange County. Celebration Highlights include:

  • Board of Supervisors Meeting Presentation: On August 22, 2023, Supervisor Katrina Foley, Fifth District, officially kicked off the celebration with a proclamation at the Board of Supervisors Meeting. This symbolic launch set the stage for a multi-month celebration of flight.
     
  • Historical Art Exhibit: A captivating historical exhibit will be displayed at the Orange County Destination Arts & Culture area within the Thomas F. Riley Terminal from September through December. This exhibit will take visitors on a chronological journey, showcasing the evolution of aviation in Orange County.
     
  • Press Event: September 28, 2023, a media-invite event at the Terminal will highlight JWA’s vital role in supporting air travel and commerce and its community presence in Orange County. Speakers at the event will include members of the Board of Supervisors, Airport Director Charlene Reynolds, and County Executive Officer Frank Kim.
     
  • Community Celebration Day: On October 19, 2023, a special celebration day will be hosted throughout the Terminal, where travelers, guests, Terminal tenants, and Airport employees will enjoy live music, goodies, and giveaways to promote the 100th Celebration of Flight in Orange County and the Airport's distinguished history.
     
  • Guest Experience Activities: Travelers passing through JWA will enjoy a series of interactive activities throughout the celebration year. These include aviation-themed photo opportunities, promotional giveaways, and family-oriented events designed to inspire interest in aviation and its history. In collaboration with Airport tenants, a cup giveaway will run in October.
     
  • Surprise and Delight Airline Collaboration: In October, JWA will collaborate with airlines to surprise passengers with a commemorative souvenir. These lasting mementos will celebrate the occasion and create special memories for all who pass through John Wayne Airport.

OC Parks Hosts Annual Fall-O-Ween Event at Heritage Hill Historical Park

(Lake Forest, Calif.) – Celebrate the fall season with OC Parks at the third annual Fall-O-Ween at Heritage Hill Historical Park October 13-15 and 20-22. Tour the decorated historical grounds during special park hours and take your picture at a variety of fall and Halloween-themed photo opportunities. Try to find your way through the hay maze and complete a scavenger hunt for ghoulish goodies at this free, family-friendly event.

“We’re thrilled to gather the community for this annual fall event at Heritage Hill Historical Park,” said Chairman Donald P. Wagner, Orange County Board of Supervisors. “This year brings back two fun-filled weekends and a chance for family and friends to create festive memories in a historic setting.”

Costumes are encouraged and pets are welcome on leashes no longer than six feet. Be sure to grab your cameras as you celebrate the fall season with OC Parks at Heritage Hill Historical Park this October.
