OC Waste & Recycling Earns Two National Achievement Awards

ORANGE COUNTY, CA (June 26, 2023) – OC Waste & Recycling (OCWR) has received two 2023 Achievement Awards from the National Association of Counties (NACo) for innovative initiatives including a regional community compost program for the Orange County, and a smart misting system at the Prima Deshecha Landfill (PDL) in San Juan Capistrano. Both honors acknowledge excellence in the County Resiliency category for Infrastructure, Energy and Sustainability.

"With passage of SB 1383 requiring methane emissions reductions and mandatory organic collections, OCWR was challenged to develop innovative operations and processes to meet the new state mandates,” said Tom Koutroulis, Director, OC Waste & Recycling. “Our commitment to continuous improvement is at the core of everything we do, and I am proud of our team for their dedication and successfully taking on these challenges.”

The full-circle recycling program developed by OCWR starts with curbside residential collection of green and organic waste that is turned into high-quality compost and mulch. These products are then given back to the community as a free resource to enrich gardens and landscaping.

Since commencing the community composting and mulch program in October 2020, OCWR greeneries (Bee Canyon and Capistrano) co-located at the County landfills have diverted approximately 36,000 tons of green waste and manure from valuable landfill space. In addition, OCWR has given away over 3,300 tons of compost and mulch by working with County agencies, cities, non-profit organizations, businesses and residents through an online application. The program currently averages about 70 residential pick-ups per week with the number of requests increasing week over week.

The PDL’s smart misting system was designed to aid in controlling landfill odors as part of OCWR’s comprehensive odor management program in nearby communities. An odor-control misting system in a solid waste landfill typically works by spraying a mist of specialized odor-neutralizing chemicals into the air to counteract any unpleasant smells that are associated with waste. The PDL smart misting system is also synchronized with a weather station, using sensors to monitor wind direction and magnitude to make any needed adjustments.

NACo’s annual Achievement Awards program is designed to recognize county government innovations. Nationally, awards are given in 18 different categories that reflect the vast, comprehensive services counties provide. The categories include children and youth, criminal justice and public safety, county administration, information technology, health, civic engagement and many more.

Laguna Festival of the Arts: Selections from the Permanent Collection

(SANTA ANA, CA) – Opening July 1 and running through November 1, 2023, the John Wayne Airport Vi Smith Gallery will feature a significant selection of works from the Permanent Collection of the Laguna Festival of the Arts.

Presented in its largest exhibition to date, this selection celebrates works by early Laguna artists such as Joseph Kleitsch, Virginia Wooley, and Edgar Payne, as well as modern artists Stillman Sawyer, Roger Kuntz, and Thomas Waddelow. Vivid and diverse, this exhibit offers the chance to explore Southern California culture through an artistic lens.

In 1932, a group of artists in Laguna Beach banded together to create what would become the Festival of Arts, a now world-renowned fine arts show that has been a part of Laguna Beach’s and Orange County’s art community for over 90 years. Since then, the Festival has been acquiring work that is significant to the Festival’s and Laguna Beach’s rich history, and now includes over 1,000 works. 

The Festival’s Permanent Art Collection serves as part of Laguna Beach's collective memory, capturing stories of the natural environment, the community, and the people that shape them. This exhibit showcases a sample of the considerable collection of artworks that the Festival of Arts has developed over the years, from early California plein-air painters to current Festival Exhibitors.

 Sustained through donations and bequests, the Collection purchases pieces from Festival Exhibitors each year to further its mission of supporting artists and preserving our shared history. In 1991, the Collection was significantly enhanced by the donation of the Lorna Mills – Great American Bank Collection of early California artworks. In 2004, the entire photographic collection of exhibitor Stillman Sawyer was given as a bequest by the Sawyer Trust, as well as seed funds for a permanent location for the Collection.

2023 National HIV Testing Day

Take the Test & Take the Next Step: Check your status and know.

(Santa Ana, CA) - National HIV Testing Day (NHTD) is June 27 and Orange County (OC) residents are encouraged to “Take the Test & Take the Next Step” to know your status for HIV (human immunodeficiency virus). Knowing your status is the first step to engaging in prevention or treatment services that enable individuals, regardless of your status, to live a long and healthy life.

The OC Health Care Agency (HCA) along with the Centers for Disease Control and Prevention (CDC) recommends that people between 13 and 64 years of age get tested for HIV, the virus that causes AIDS, at least once as part of routine health care. For those at high risk of HIV, men who have sex with men (MSM), transgender individuals, and persons who inject drugs, the recommendation is for testing at least once per year as part of routine health care. If you have been waiting or thinking about getting tested for HIV, now’s the time.

If you have never been tested for HIV, ask your health care provider for an HIV test. For those who test negative and are at high risk for HIV, Pre-Exposure Prophylaxis (PrEP), a medication to prevent HIV is available. In addition to health care providers throughout Orange County, the following agencies offer free confidential HIV testing and free or low-cost PrEP services:

  • APAIT Health Center: Testing is offered Monday - Friday, 10 a.m. to 4:30 p.m. Call (714) 636-1349 or visit www.apaitonline.org/ for more information. In recognition of NHTD, testing hours will be extended from 9 a.m. to 8 p.m. and walk-ins are encouraged on Tuesday, June 27. In addition, APAIT will be participating in The Greater Than AIDS campaign (www.greaterthan.org) offering free HIV testing in partnership with Walgreens located at 12001 Euclid St., Garden Grove, CA 92840 and Walgreens located at 128 S. State College Blvd., Anaheim, CA 92806 from 10 a.m. to 7 p.m. on NHTD at both Walgreens locations.

HIV in Orange County:

  1. At the end of 2022, there were 6,916 people living with HIV in Orange County.
  2. The CDC estimates that an additional 1,288 Orange County residents have HIV and don’t know it, and some will develop AIDS before knowing they have HIV.
  3. During 2022, there were 259 Orange County residents newly diagnosed with AIDS. Of those, 22% (or 57) learned they had HIV at the same time, indicating they were living with HIV for many years before getting ill. Many had been to a health care setting like an emergency room, a community health center, or their doctor, but were not tested for HIV. A simple HIV test and treatment can prevent HIV from progressing to AIDS.
  4. Advances in HIV treatment have resulted in people living with HIV living longer and having fewer medical conditions directly related to HIV and AIDS. In 2022, 77% of individuals living with HIV in Orange County received care. Of the 259 individuals newly diagnosed in 2022, 76% were linked to care in 30 days or less.

John Wayne Airport Posts April 2023 Statistics

(SANTA ANA, CA) – Airline passenger traffic at John Wayne Airport increased in April 2023 as compared to April 2022. In April 2023, the Airport served 992,569 passengers, an increase of 3.5% when compared with the April 2022 passenger traffic count of 958,826.

Commercial aircraft operations in April 2023 of 7,714 decreased 1.4% and commuter aircraft operations of 440 decreased 6% when comparing with April 2022 levels.

Total aircraft operations decreased in April 2023 as compared with the same month in 2022. In April 2023, there were 21,632 total aircraft operations (takeoffs and landings) a 15.9% decrease compared to 25,729 total aircraft operations in April 2022.

General aviation activity of 13,465 accounted for 62.2% of the total aircraft operations during April 2023 and decreased 22.5% compared with April 2022.

The top three airlines in April 2023 based on passenger count were Southwest Airlines (324,279), American Airlines (166,385) and United Airlines (156,012).

The Light Inside

(SANTA ANA, CA) – From June 15 through July 13, 2023, the John Wayne Airport Arts Program will feature a collection of intimate portraiture by artist and teacher William Wilkerson. Working in a variety of mediums, Wilkerson beautifully captures the inherent light and positivity within each of his subjects.

His current series of paintings and drawings aim to address the influence of our inner thoughts and attitudes on the milieu of social climate and modern-day culture. Heavily revolving around the concept of light, as an idea both revelatory and guiding, his work seeks to chase away darkness and facilitate the growth of wisdom and awareness.

After over thirty years of teaching in Orange County public schools, Wilkerson has long seen the very best in his students and sought to inspire them to realize their full potential. His artistic practice mirrors his life’s work by imploring his viewers to utilize compassion and empathy in everyday life. 

An accomplished author, Wilkerson has also illustrated and published several books, including the children’s book, The Light in My Room.

“The illustrations in this book are a series of color pencil drawings centered around the embodiment and cultivation of positive character attributes, intended to invoke the elements of greatness existing within each of us. The Light in My Room attempts to amplify the positive effects of the LIGHT we possess both internally and externally. The goal was to enhance the enlightenment of the viewer, while countering the virulent influences of darkness and negativity,” says Wilkerson.

Though Wilkerson was classically trained, attending art school at Atlanta College of Art (now the Savannah College of Art), and has historically used mediums including oil paint and colored pencil, he has recently begun exploring the exciting new possibilities of digital painting to tell visual stories. This eclectic mix of artistic styles, techniques, and subject matter across his artistic career has allowed him to respond creatively to the infinite spectrum of human emotions and experiences.

Grand Jury Releases “Gimme Shelter and a Pound of Advice” The State of Animal Welfare Overseen by the County of Orange

TUSTIN, Calif. (June 7, 2023) – Earlier today, the Orange County Grand Jury released a report containing their review of OC Animal Care. The report will be reviewed, and a formal response will be prepared by the County Executive Office within 90 days. While OC Animal Care cannot comment on the report at this time, the agency would like to thank the Grand Jury for their interest in the animal shelter and highlight recent successes.

2022 OC Animal Care Highlights & Successes

  • OC Animal Care cared for 14,687 animals and is one of the largest municipal shelters in Southern California. 
  • The shelter’s overall save rate was 82.06 percent, with a dog save rate of 94.16 percent and 73.63 percent for cats.
  • OC Animal Care counseled over 10,000 adoption visits (both pre-scheduled and walk-in) matching potential adopters with furry friends, contributing to the shelter’s low dog return rate of 11.6 percent.
  • To highlight animals in need of adoption, OC Animal Care began waiving adoption fees for dogs 25+ pounds in December 2022. This initiative has encouraged more families to adopt medium and large size dogs compared to the same months the previous year.
  • Every Saturday, big dogs showed off their large and loveable personalities at Pooches on the Patio, a meet & greet style adoption program.
  • The Family Furst Drive-Thru Pet Pantry distributed over 85 tons of donated pet food to help keep over 9,000 pets at home with their families.
  • Over 2,000 of the most vulnerable pets, such as nursing moms and underage kittens, were placed in foster care with dedicated foster volunteer caretakers. Through partnership with sister shelters and rescue agencies, over 5,000 pets were placed.
  • OC Animal Care’s Field Operations responded to 48,811 calls from the community related to rescuing stray, sick or injured animals, investigation of animal cruelty, neglect, or potentially dangerous/vicious dogs and barking dogs and rabies control and providing 24/7 support to residents in our community.
  • OC Animal Care's call center answered over 114,000 calls, with over the phone services provided in English, Spanish and Vietnamese daily excluding County holidays.
  • The in-house clinic performed over 4,500 surgeries to spay/neuter and improve pet health, including but not limited to wound care, mass removals, enucleations, hernia repair, dental care and more.

Events in recent years have provided an opportunity for OC Animal Care to get creative with programming. Many successful pilot programs were created and implemented, allowing OC Animal Care to continue its operation.

OC Animal Care is consistently evaluating and updating programs to meet the needs of the community which it serves. The shelter is excited to launch summer initiatives, including additional pilot programs, to expand how it supports people and pets.

CalFresh Awareness Month Celebration Coming to Northgate Market

La Habra, Calif. (May 19, 2023)Orange County residents are invited to enjoy an evening of appetizing activities while learning about CalFresh, California’s supplemental nutrition assistance program.

Orange County Supervisor Doug Chaffee, Fourth District, Northgate Market and the County of Orange Social Services Agency (SSA) will host the event from 4:30-7 p.m. Wednesday, May 24, 2023 at Northgate Market, 1305 W. Whittier Blvd. in La Habra.

“The recent end of the CalFresh emergency payments and the return to the renewal process for Medi-Cal underscore how vital events like this are to the County’s mission of making this a safe, healthy and fulfilling place to live, work and play. Having a presence in the community, helping residents apply for benefits and addressing their questions can help them on their journey to self-sufficiency,” said Supervisor Chaffee.

SSA’s Mobile Response Vehicle and eligibility staff will be onsite to help event attendees apply for CalFresh, Medi-Cal and other public assistance benefits.

Chef Pablo will start the festivities by making a dish CalFresh recipients can easily replicate at home. OC Health Care Agency’s CalFresh Healthy Living team will give docent-style store tours, where attendees can sample available food while learning how to live a healthy, active and nourished lifestyle while stretching their grocery budgets.

OC Parks Reopens Interpretive Center at Clark Regional Park

(Buena Park, Calif.) – After temporary closure in April 2022, the Interpretive Center at Ralph B. Clark Regional Park in Buena Park has once again reopened to the public.

The Interpretive Center has offered visitors of all ages the chance to enjoy local history since its original opening in 1988. Since then, the center has displayed an array of fossils recovered within Clark Regional Park, northern Orange County’s Coyote Hills and other surrounding areas, as well as an exhibit about the archaeology and cultural traditions of the people who have called Orange County home for more than 10,000 years. The Interpretive Center also contains a fishbowl lab where visitors can view how fossils and artifacts are prepared for research and display. 

Over the past year, the facility underwent extensive renovations including roof repair, beam replacement and new window installation to preserve and improve the center for future generations.

“Clark Regional Park’s Interpretive Center is loved by both children and adults and provides visitors with an educational view of prehistoric Orange County,” said Supervisor Doug Chaffee, Orange County Board of Supervisors. “With the completed renovations and upcoming additions, the center will welcome future generations to enjoy fossils and artifacts found right here in Orange County.” 

The California Natural Resources Agency recently awarded Clark Regional Park’s Interpretive Center with the California Museums Grant. This three-year grant-funded project will be used to upgrade exhibits that have been in place for more than 15 years and improve the overall guest experience by providing new content for all learners. Additions will include expanding exhibits of the County’s archaeology collection developed in collaboration with local Native American tribes to highlight the intricate link between Indigenous communities and the land.

The Interpretive Center will be open Wednesdays from 12 p.m. to 4 p.m. and Thursday through Saturday from 10 a.m. to 2 p.m. School and group tours are available with advance reservation. Please call 714-973-3170 for more information.
