Recruitment Period Extended for the CalOptima Health Board of Directors
(Santa Ana, CA) - The OC Health Care Agency (HCA) is pleased to announce that the recruitment period has been extended for one seat on the CalOptima Health Board of Directors.
A County-organized health system, CalOptima Health serves more than 940,000 low- income children, adults, seniors and persons with disabilities. CalOptima Health was formed in 1995 in response to a health care system that was struggling to meet the needs of vulnerable Orange County residents. Today, CalOptima Health has grown to be the second largest health insurer in Orange County, but stayed true to its mission of providing members with access to quality health care services.
The HCA is seeking applicants who represent the diverse backgrounds, interests and demographics of Orange County residents and have the experience and expertise to operate a public health care system.

Cold Temperature/Frost Advisory Issues for Inland and Coastal Orange County Cities
(Santa Ana, CA) - The National Weather Service (NWS) has forecasted cold overnight temperatures throughout inland and coastal Orange County cities beginning Wednesday, March 1 through Thursday, March 2. Overnight temperatures in many areas throughout the county will dip to the mid-30s tonight and stay in the low-to-mid 40s through Saturday. Colder-than-normal temperatures increase the risk of cold-related illnesses like hypothermia, especially for those who are more sensitive to extreme weather changes.
When exposed to cold temperatures, your body begins to lose heat faster than it can be produced. Low body temperature may make you unable to think clearly or move well. Hypothermia occurs most likely at very cold temperatures, but it can occur even at cool temperatures (above 40°F) if a person becomes chilled from rain, sweat, or submersion in cold water.
“When prolonged exposure to very cold temperatures occurs, it is important to make certain that you are protected from hypothermia. In addition, it is critical to check that seniors who live alone, your neighbors, pets and vulnerable populations are safe during this time,” said Dr. Regina Chinsio-Kwong, County Health Officer and OC Health Care Agency Acting Chief of Public Health Services.

Residents are also cautioned against using their kitchen range or oven to heat their homes. Home furnaces and heaters should be inspected periodically, with needed repairs performed by a qualified and licensed heating or plumbing contractor. If space heaters are used, make sure there is nothing within three feet of the heater that could catch on fire, such as bedding, drapes, or furniture. Never cover your space heater and never leave children unattended near a space heater. If electric power is lost during a storm, never use a gasoline powered generator indoors, in a garage or near doors or windows where air may enter a home due to the risk of carbon monoxide poisoning.
Carbon monoxide is an odorless, colorless gas that at high levels of exposure can be fatal. Low levels of carbon monoxide poisoning can be confused with flu symptoms, food poisoning or other illnesses and can have a long-term health risk if left unattended. Some of the symptoms of low-level exposure include shortness of breath, mild nausea and mild headaches. Moderate levels of carbon monoxide exposure can present with headaches, dizziness, nausea, and lightheadedness. Every home should have a carbon monoxide detector, which is very similar to a smoke detector.
Recommended precautions to prepare your household for cold weather or power outage:
- Check on those who are at high risk to make sure they are staying warm – including seniors who live alone, as well as other vulnerable populations such as young children.
- Make sure to check on your pets.
- Wear layers of clothing.

Santa Ana, Calif. (February 25, 2023): Effective Saturday, February 25 at 7 am all evacuation orders have been lifted for Silverado Canyon and Williams Canyon in the Bond Fire burn area.
To report storm-related issues with a County road or flood control channel, call the Orange County Public Works Storm Center 714-955-0200 during standard business hours and 714-955-0333 during flash flood events and emergencies when OC Public Works’ Department Operations Center is activated.

Effective Friday, February 24 at 5:30 pm: Evacuation Warning (Voluntary) Issued for Bond Fire Burn Area
Santa Ana, Calif. (February 24, 2023) Effective Friday, February 24 at 5:30 pm, an Evacuation Warning (Voluntary) will be issued for Silverado Canyon and Williams Canyon in the Bond Fire burn area due to possible debris flows along or near the burn scar. A map with detailed depictions of the areas under Evacuation Warning (voluntary) can be found at www.ocsheriff.gov/bondfire.
The National Weather Service has issued a Flood Watch for the burn scar area for Friday, February 24 through Saturday February 25 for the expected rain event. The Evacuation Warning (Voluntary) is expected to be in place through the early Saturday, February 25.
Canyon residents are strongly encouraged to prepare and voluntarily evacuate on Friday, February 24 at 5:30 pm, especially those with disabilities, access and/or functional needs, and canyon residents with large animals.
Any person with disabilities and those with access and/or functional needs requiring evacuation assistance should call Orange County Sheriff’s Department Dispatch at 714-647-7000.
Orange County Animal Care encourages animal owners in voluntary evacuation areas to implement their personal evacuation plans at this time. Pet evacuation tips are available at: https://ocpetinfo.com/education-resources/disaster-preparedness.
Any person needing assistance with information about animal or large animal evacuations should call Orange County Animal Care at 714-935-6848 during normal hours from 8 am to 5 pm or 714-259-1122 during after-hours from 5 pm to 8 am.

Sheltering

Depending on conditions, the Evacuation Warning (Voluntary) may transition to Evacuation Order (Mandatory) with little or no notice, so residents leaving the area are encouraged to plan accordingly.
In coordination with the Orange County Social Services Agency and the City of Lake Forest, the American Red Cross will open a congregate (dormitory style) shelter location for evacuated residents of the Canyons at 7 pm on Friday, February 24. The shelter will be located at the Lake Forest Sports Park located at 28000 Rancho Parkway Lake Forest, CA 92630, Meeting Room A and B.

Clerk-Recorder Department to Host Passport Day to Help Families Beat the Summer Rush!

The passport rush for summertime travel has begun! Beat the rush and take advantage of Orange County Clerk-Recorder Hugh Nguyen’s Passport Day on Saturday, March 25, 2023, from 9 a.m. to 3 p.m. at the Old Orange County Courthouse located at 211 W. Santa Ana Blvd., Room 201, in Santa Ana. This day is geared towards individuals and families who can’t make it to our offices during normal operating hours due to work, school, or other time constraints. With summer travel plans on people’s minds, now is the time to apply for your passports! Only new passport applications will be accepted. Renewal applications will not be accepted. Due to demand, appointments are highly recommended; however, walk-ins are welcomed. To take advantage of this wonderful opportunity, all applicants must bring a completed and unsigned passport application prior to visiting the office. “If you have plans to travel this summer, this is a tremendous opportunity to get the process started and get your passport in time,” said Clerk-Recorder Hugh Nguyen. “Passport Day is the perfect occasion for busy individuals and families to obtain these vital services without having to miss school or work and to avoid travel delays,” he added.
Passport Day makes the process easier for parents, as both parents must be present to obtain passports for children younger than 16 years of age. Currently, processing service times at the federal level can take up to 11 weeks total from the day an application is submitted at our offices so please plan according to your travel needs.
U.S. Department of State fees need to be paid with a check or money order only and a separate processing fee of $35 paid to the Clerk-Recorder Department using a separate form of payment. As an added convenience, passport photos are available on the spot for the low cost of $7.

OC Health Care Agency Reports 5 Key Public Health Updates
(Santa Ana, CA) — Several public health messages were announced recently by a variety of government agencies, including the White House, California Department of Public Health (CDPH), Centers for Disease Control and Prevention (CDC) and U.S. Food and Drug Administration (FDA), regarding the COVID-19 public health emergency end dates, available resources for COVID-19 and HIV testing moving forward, and important product recalls.
Federal and State – COVID-19 Public Health Emergency End Date Planned
The Federal Government and State of California have each announced plans to end the COVID-19 public health emergency. President Biden announced plans to end the COVID-19 Public Health Emergency (PHE) on May 11, 2023 (White House Announcement), while Governor Newsom announced an end to the COVID-19 State of Emergency on February 28, 2023 (Governor Newsom’s Announcement).
As COVID-19 continues to adversely affect individuals, everyone is strongly advised to make informed decisions to prevent severe COVID-19 illness. The County Health Officer strongly recommends all county residents consider creating the following COVID-19 Action Plan for themselves:
- Know your risk. Those with a weakened immune system or live with someone who does, are strongly encouraged to take preventive measures to minimize the risk of exposure to COVID-19.
- Protect yourself. Get an updated bivalent COVID-19 vaccine, improve ventilation, wash hands often, wear a well-fitted mask.
- Take action if exposed. Monitor symptoms, consider wearing a mask around others when in public and test for COVID if you develop symptoms or if you plan to come into contact with someone who may have a weakened immune system.
- Take action if you develop symptoms or test positive for COVID-19. Get tested and consider treatment- visit the Test to Treat website to find a location for treatment.

Receiving an updated bivalent COVID-19 vaccine remains the most effective way to prevent severe COVID-19 illness. Eligible individuals who have not yet received their bivalent booster are encouraged to do so. Visit www.vaccines.gov.
Additionally, testing and treatment are important measures to help immediately detect illness and reduce chances of developing severe illness from COVID-19 for those at high risk. CDPH recently launched a public message campaign “Test It, Treat It, You Can Beat It!” Visit CDPH website www.youcanbeatit.org for more information on prevention, testing and treatment.
Increased Community Access to COVID-19 Testing Program
Last month, CDC launched the Increasing Community Access to Testing (ICATT) program. The ICATT program provides access to COVID-19 testing in communities at greater risk of being impacted by the pandemic, for people without health insurance, and for surge testing in state and local jurisdictions.
The ICATT program created the No-Cost COVID-19 testing locator webpage to help residents find COVID-19 testing locations and to provide contact information for the providers. The testing locator searches for testing providers using a ZIP Code or street address and will prompt users to the nearest location(s) to make an appointment for a test.
New At-Home HIV Test Kits Website Launched
To support ongoing efforts to end the HIV epidemic, CDPH, Office of AIDS (CDPH-OA) recently announced the launch of an OraQuick HIV self-testing program to all counties in California through the Building Healthy Online Communities: Take Me Home program (BHOC-TMH).
This program puts an effective free HIV screening tool directly into the hands of Californians (ages 17+) who request it via the BHOC-TMH website. The BHOC partnership developed the National Home Test Kits program for state and local health departments to offer confidential HIV and comprehensive sexually transmitted infections (STI) testing delivered securely and discreetly directly to constituents.
“HIV remains a public health challenge and knowing your HIV status helps prevent new infections,” said Dr. Regina Chinsio-Kwong, the County Health Officer and HCA’s Acting Chief of Public Health Services. “This new resource supports testing through a secure and discreet at-home option and increases access for people with limited transportation or mobility.”

Drug-Resistant Pseudomonas Infection Associated with Artificial Tears
On February 1, 2023, CDC issued a Health Alert Advisory about infections with an extensively drug-resistant strain of Pseudomonas aeruginosa (VIM-GES-CRPA) in 12 states. Most patients reported using more than 10 different brands of artificial tears with some patients using multiple brands. Many patients reported using EzriCare Artificial Tears, a preservative-free, over-the-counter product packaged in multidose bottles.
Patients and health care providers are advised to immediately discontinue using EzriCare Artificial Tears pending additional guidance from CDC and FDA, and patients should follow up with their health care provider for an alternative artificial tears product to use.
Anyone using EzriCare Artificial Tears and who has signs or symptoms of an eye infection, such as discharge from the eye, eye pain or discomfort, redness of the eye or eyelid, feeling of something in the eye, increased sensitivity to light, or blurry vision, should seek timely medical care. At this time, CDC does not recommend testing of patients who have used this product and who are not experiencing any signs or symptoms of infection.

FDA Recalls “Diep Bao Cream” for Lead Contamination
FDA recently issued a recall of Shop Me Ca’s “Diep Bao Cream” baby cream because the 10-gram tubes have the potential to be contaminated with lead. Diep Bao Cream was sold nationwide through Shop Me Ca’s Facebook page and Vietnamese Moms’ Facebook groups.
Residents should stop using the product and dispose of it immediately. Consumers with questions may contact the company at shopemeca91@gmail.com. More information about this recall is available on the U.S. Food and Drug Administration (FDA) website.

TUSTIN, Calif. (February 8, 2023) – Those searching for their perfect match should look no further than OC Animal Care! Throughout February 2023, the shelter is waiving adoption fees for dogs 25 pounds and over, guaranteeing adopters a date for Valentine’s Day and a best friend for life.
OC Animal Care held an adoption promotion in January 2023, nearly doubling the number of adoptions during the same month in 2022 with 119 dogs that were 25+ pounds finding their forever home. With such success, OC Animal Care is excited to continue waiving adoption fees to highlight and encourage adoptions of medium- to large-sized dogs throughout February 2023.

OC Animal Care received a call about a dog wandering around a tire shop and arrived to rescue this sweet boy! Since being in the shelter’s care, staff and volunteers learned that Hunter is an active boy who never tires of playing fetch and loves to explore new places. Hunter loves going on walks more than he likes treats, but that doesn't mean he'll pass up a yummy cookie! Hunter seems to prefer women over men, but with the proper introduction and timing, he is open to meeting everyone! Hunter is looking for a home with kids ages 16 years and older.

Kaylie arrived at OC Animal Care as a stray when a good Samaritan found her wandering around alone. Upon arrival, the veterinary team noticed Kaylie has a skin condition that may cause her to be a little itchy at times, but it doesn't prevent her from loving life! This sweet girl loves going on walks and running around with her favorite human friends in the play yard. Kaylie is an energetic pup who is very friendly towards everyone she meets!

Arriving at OC Animal Care in February 2022 as a stray, Nathan is currently the shelter’s longest-stay resident. His always-happy personality has stolen the hearts of staff and volunteers! Nathan is a wise middle-aged boy who loves going on a walk with his favorite human and then relaxing right by their side. But show him a toy and you'll find that he can be as playful as a 3-month puppy!
Those adopting dogs 25 pounds and over will have their adoption fee waived, which includes microchipping, vaccinations, spaying or neutering, and anti-parasite treatment. Waived adoption fees do not include licensing fees or puppies six months of age or younger.

Every Saturday, from 11 a.m. to 2 p.m., OC Animal Care continues to spotlight dogs who are ready to find their forever homes at Pooches on the Patio, a meet-and-greet style event, where dogs show off their large and loveable personalities. Throughout February, Pooches on the Patio will feature dogs that are eligible for the waived adoption fee promotion.

John Wayne Airport Posts December 2022 Statistics
SANTA ANA, Calif. - Airline passenger traffic at John Wayne Airport increased in December 2022 as compared to December 2021. In December 2022, the Airport served 944,146 passengers, an increase of 11.4% when compared with the December 2021 passenger traffic count of 847,671.
- Compared to 231,033 passengers in December 2020, there was an increase of 308.7%
- Compared to 891,492 passengers in December 2019, there was an increase of 5.9%.
Commercial aircraft operations in December 2022 of 7,698 increased 7.4% and commuter aircraft operations of 532 increased 4.7% when comparing with December 2021 levels.
- Compared to 2020 levels of commercial aircraft operations, there was an increase of 100.6% and commuter aircraft operations increased 14.7%
- Compared to 2019 levels of commercial aircraft operations, there was an increase of 2.0% and commuter aircraft operations increased 29.4%.
Total aircraft operations decreased in December 2022 as compared with the same month in 2021. In December 2022, there were 21,704 total aircraft operations (takeoffs and landings) a 3.2% decrease compared to 22,410 total aircraft operations in December 2021.
- Compared to December 2020 of 18,061, total aircraft operations increased 20.2%.
- Compared to December 2019 of 20,718, total aircraft operations increased 4.8%.
General aviation activity of 13,450 accounted for 61.9% of the total aircraft operations during December 2022, and decreased 8.6% compared with December 2021.
- Compared to December 2020 general aviation activity of 13,745, which accounted for 76.1% of total aircraft operations, operations decreased 2.1%.
- Compared to December 2019, general aviation activity of 12,731, which accounted for 61.4% of total aircraft operations, operations increased 5.6%.
The top three airlines in December 2022 based on passenger count were Southwest Airlines (325,384), American Airlines (147,724) and United Airlines (144,865).
