John Wayne Airport Posts January 2023 Statistics

(SANTA ANA, CA) – Airline passenger traffic at John Wayne Airport increased in January 2023 as compared to January 2022. In January 2023, the Airport served 881,049 passengers, an increase of 39.8% when compared with the January 2022 passenger traffic count of 630,402.

Commercial aircraft operations in January 2023 of 7,656 increased 5.5% and commuter aircraft operations of 482 decreased 1.4% when comparing with January 2022 levels. 

Total aircraft operations decreased in January 2023 as compared with the same month in 2022. In January 2023, there were 20,413 total aircraft operations (takeoffs and landings) a 16.2% decrease compared to 24,350 total aircraft operations in January 2022.

General aviation activity of 12,260 accounted for 60.1% of the total aircraft operations during January 2023, and decreased 26.0% compared with January 2022.

The top three airlines in January 2023 based on passenger count were Southwest Airlines (305,523), United Airlines (140,666) and American Airlines (138,055).

Clerk-Recorder to Host First Special Saturday Opening of 2023

Plan now to take advantage of Clerk-Recorder Hugh Nguyen’s first special Saturday opening of this year set for Saturday, April 29, 2023, from 10 a.m. to 3 p.m. at the Old County Courthouse in Santa Ana and at the department’s branch offices in Anaheim and Laguna Hills. The department will be offering marriage services at all three locations. Also, passport services will be available at the Old County Courthouse in Santa Ana and at the department’s North County branch office in Anaheim. Please note, no passport services will be available at the department’s South County branch office in Laguna Hills. Appointments are highly recommended due to the demand for marriage and passport services during these special hours. Walk-ins welcomed. “Demand for these special Saturday openings has been increasing,” said County Clerk-Recorder Hugh Nguyen. “I am glad that I can make it convenient for busy families and individuals to come to our offices to get the services they need without having to miss work or school.”

Another reason to join us during these special openings, the department has one of the lowest costs for a marriage license and a marriage ceremony in the state. In Orange County, couples can obtain a public marriage license for $61 and a confidential marriage license for $66. A civil marriage ceremony can be performed for an additional $28. Passport photos are available for $7 - which may be the lowest passport photo fee in the county.

The department processes new passport applications only.

Appointments are highly recommended due to the popularity of these special Saturday openings; however, walk-ins will be served on a first-come-first-served basis. No additional Clerk-Recorder services will be available during this special opening. Local Health Officer Order and Recommendations Updated in Response to COVID-19 State of Emergency Ending With Request to Observe Masking Requirements in High-Risk Settings

(Santa Ana, CA) – As the California COVID-19 State of Emergency ends and the community returns to business as usual, County Health Officer, Dr. Regina Chinsio-Kwong is asking Orange County residents to comply and observe requests to mask if asked in high-risk settings, such as medical provider offices and/or adult and senior care facilities. Staff or patient circumstances may indicate masking is necessary to stay safe from potential exposure in some settings. Preventing the risk of spread of COVID is still important, especially as increasing cases of Long COVID continue to be reported locally.
 
The updated Health Officer Order (HOO) has been published for Orange County on Friday, March 24, 2023 and includes a Strong Recommendation for the general population to wear a face mask, dependent upon personal risk, and if Orange County is categorized in the medium or high level within the Centers for Disease Control and Prevention (CDC) assessment of COVID-19 Community Level (CCL).
 
As the State and County of Orange work toward the end of the Federal Public Health Emergency on May 11, 2023, California Health and Human Services, California Department of Public Health (CDPH) and the Centers for Disease Control and Prevention (CDC) have published new guidelines for both the public and health care facilities/providers.
 
Highlights of Change:
The key areas of change include the following:

  • COVID-19 Vaccinations – In alignment with the CDPH Order regarding COVID-19 vaccination requirements for health care, corrections facility, and adult care facilities workers, the County of Orange HOO changes from Ordered to Strong Recommendation for all who are eligible. Some people who are providers and suppliers working with the Centers for Medicare and Medicaid Services (CMS) are still required to be vaccinated by CMS.
  • Face Mask –  In alignment with the CDPH Order, which takes effect on April 3, the HOO is updated to include a Strong Recommendation, versus Ordered, for certain high-risk settings such as health care settings, correctional facilities, long-term care settings, adult and senior care facilities, homeless shelters and emergency shelters.  Additionally, the HOO includes a Strong Recommendation for universal masking of visitors/residents and staff in Skilled Nursing Facilities if evidence of facility outbreak exists (two plus cases in residents within a 7-day period). Employers should reference California Occupational Safety and Health Standards Board (Cal/OSHA) regulations which took effect on February 3, 2023.   • Isolation of Persons with COVID-19 – It is no longer Ordered but is now Strongly Recommended that individuals should isolate for five days and can end after day five provided symptoms are improving, and they are fever-free without fever reducing agents.  Wearing a face mask when around others is strongly recommended for a period of 10 days from the onset of symptoms or infection.
  • Seasonal Flu Vaccination – The HOO continues to state that Flu Vaccines are Ordered for providers of congregate settings, health care providers and emergency responders.
  • Quarantine – No longer recommended. Anyone exposed to COVID-19 positive person(s) is strongly advised to test on day 3-5 after exposure and monitor for symptoms.

While cases of COVID-19 are declining, COVID-19 continues to adversely affect people in our community. Residents are encouraged to assess their personal health risks and of their loved ones and practice preventive measures to guard against severe illness. Additionally, it is important to know where to access resources as needed.

  • COVID-19 Vaccines: Studies continue to show that bivalent booster vaccines protect against severe COVID-19 disease and reduce the risk of developing complications such as Long COVID.   • COVID-19 Testing: Locations for free testing can be searched on No-Cost COVID-19 Testing locator and individuals can order at www.covidtests.gov or call (800) 232-0233 for support in multiple languages. Individuals with insurance can also order no-cost at home test kits from their service providers.
  • COVID-19 Treatment: Individuals who do contract COVID-19 are encouraged to seek treatment such as Paxlovid (nirmatrelvir, ritonavir), which can reduce the risk of severe illness if started early. Test to treat locations can be searched HERE.

Social Services Agency and Supervisor Vicente Sarmiento Host Community Resources & Health Fair

In response to the loss of CalFresh emergency allotments, Orange County Supervisor Vicente Sarmiento, Second District, and the County of Orange Social Services Agency have organized a Community Resources & Health Fair.

The fair will take place from 9 a.m. to 1 p.m. Saturday, March 25 at Centennial Park, near the corner of Edinger Avenue and Fairview Street.

Residents can receive food and free diapers while supplies last, apply for public assistance benefits such as CalFresh, Medi-Cal, General Relief or CalWORKs, and visit with participating partners to find out more about other services and resources available to them. A DJ will provide musical entertainment and children can enjoy an arts and crafts area.

“The end of the COVID-19 CalFresh emergency benefits and the return to the Medi-Cal renewal process will hit Central Orange County the hardest, especially cities within my district, including Santa Ana and Anaheim. Many of our residents will now struggle to find ways to make up for these losses. The Community Resources & Health Fair will connect our most vulnerable community members directly to vital support provided through our Social Services Agency and partner organizations,” said Supervisor Sarmiento.  

Participating partners include CalOptima Health, the city of Santa Ana, Latino Health Access, the Delhi Center, the OC Hunger Alliance, the OC Health Care Agency, the OC Office on Aging, Santa Ana Unified School District, Santa Ana College, Second Harvest Food Bank and United Across Borders Foundation, among many others. Each will work with attendees to share resources to help them navigate today’s economic climate.

SSA will bring its Mobile Response Vehicle – an office on wheels – and a team of eligibility professionals to assist attendees in applying for public assistance benefits or to answer questions recipients may have about their current benefits. In-language services will be available.

“This event brings together the pieces – our partners – who can help solve the puzzle of how residents can manage increased costs, from food to rent to gas and utilities, in one of the highest cost of living areas in the nation. SSA is grateful to Supervisor Sarmiento and our partners for joining us in answering the call for help,” said SSA Director An Tran.

Mental Health Services Act Three-Year Plan Available for Public Comment

(Santa Ana, CA) – The OC Health Care Agency’s (HCA) Mental Health and Recovery Services (MHRS) has released its Mental Health Services Act (MHSA) Three-Year Program and Expenditure plan. The plan is posted and ready for public review here. It will remain posted through April 18, 2023.
 
MHSA’s Three-Year Plan for Fiscal Years 2023-24 through 2025-26 (Three-Year Plan) is a layout of current and future programs and funding allocation. Mental health programs provided for Orange County under MHSA are consistent with local county-approved plans developed via broad-based community involvement, including input from both mental health service consumers and their family members.
 
Launched in 2004, with the passing of Proposition 63, the MHSA funding is provided by a 1% tax on personal income of more than $1 million. The MHSA creates an opportunity for the State of California to provide increased funding to support county mental health programs that specifically promote recovery, wellness, and resiliency for residents with serious mental health challenges and their families.
 
“The vision of MHRS is to provide quality mental health services to our community,” said Dr. Veronica Kelley, Chief of MHRS. “This MHSA Three-Year Plan embodies that vision and reflects an integrated pathway to quality mental health services in Orange County.”
 
HCA’s Mental Health and Recovery Services team uses a comprehensive stakeholder process to develop local MHSA programs. Central to the development and implementation of all programs is the focus on community collaboration, cultural competence, and consumer- and family-driven services. Prioritization of serving the unserved and underserved is a focus, in addition to wellness, recovery, and resilience.

Ocean Water Closure in Dana Point

(Santa Ana, CA) - The OC Health Care Agency, Environmental Health, has closed the ocean water area in Dana Point, 1,500 feet upcoast and 1,500 feet downcoast of the San Juan Creek interface at Doheny State Beach due to a sewage spill. The released spill of approximately 4,000 gallons was caused by an overflow in a main city sewer line in San Juan Capistrano. The affected ocean water area will remain closed to swimming, surfing, and diving until the results of follow-up water quality monitoring meet acceptable standards.

OC Animal Care Rescues 46 Cats and Kittens

Cats will be available for public adoption on Saturday, March 11 

TUSTIN, Calif. (March 10, 2023) – On Tuesday, March 7, OC Animal Care responded to an incident involving an individual hoarding 46 cats and kittens within an apartment home.

After multiple conversations with animal control officers regarding the cats’ living conditions, the owner willingly surrendered the animals to OC Animal Care. Upon arrival at the shelter, the cats and kittens were evaluated by the shelter veterinary team to ensure individualized care was provided to fit each of their specific needs.

OC Animal Care is asking for the community’s help in finding a forever family for each one of the available cats.  

On Saturday, March 11, the first 35 of the rescued cats will be available for adoption to the public. The majority of the felines are young adults in good health. While many of the cats are shy and reserved at first, they warm up quickly and have friendly, gentle personalities. With patience and care, these cats will make wonderful lifelong friends.

In 2022, OC Animal Care responded to multiple incidents that involved animal hoarding, resulting in the impoundment of over 200 animals. When these cases arise, OC Animal Care’s priority is to care for the animals, provide educational resources and offer solutions.

According to the ASPCA, animal “hoarding” can be identified when a person is housing more animals than they can adequately and appropriately care for. In these instances, animals often do not receive proper nutrition, sanitation, shelter, veterinary care and socialization. It is a complex issue that often encompasses mental health, animal welfare and public safety concerns; it is not uncommon and assistance is available.
